Summary The Town of Manchester, Connecticut is requesting bids for the purchase of all supplies, materials and equipment detailed herein. 1.2. Background This bid includes the furnishing of solar powered Rectangular Rapid Flashing Beacons (RRFB) and associated components, including signs, pedestrian pushbuttons & signs, flood lights, flasher cabinets, and other necessary hardware. In addition, an additional bid proposal for pedestals and precast concrete foundations is requested. This project is funded in part through the U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant Program (CDBG). Question Submission Deadline:August 24, 2023, 11:00pm Question Response Deadline:August 25, 2023, 4:30pm . Scope of Work This contract is for furnishing and delivery of Rectangular Rapid Flashing Beacon (RRFB) assemblies as specified herein. The installation of the RRFB is not included in this contract; this work will be performed by Town resources. 4.3. Rectangular Rapid Flashing Beacon (RRFB) - Single Sided General Requirements Each RRFB will be the necessary equipment and materials to successfully install a complete assembly, consisting of ITE compliant LED-array-based indications, controller cabinet/enclosure (circuit breaker, timer or solid-state circuit boards etc.), solar panel, battery, push button and pushbutton sign, wiring, mounting hardware, and any electrical component hardware. Units must be in compliance with MUTCD Interim Approval 21. RRFB's shall be single sided and will contain two rapidly flashed rectangular-shaped yellow indications facing approaching traffic. The vendor shall provide technical assistance as needed to Town staff and/or the Towns' signal maintenance contractor in the installation of the equipment. Each RRFB when activated shall flash the two indications in compliance with MUTCD Interim Approval 21. The rapid flash rate of each indication, as applied over the full flashing sequence, shall not be between 5 and 30 flashes per second, to avoid frequencies that might cause seizures. The light intensity shall meet the minimum specifications of Society of Automotive Engineers (SAE) standard J595 (Directional Flashing Optical Warning Devices for Authorized Emergency, Maintenance, and Service Vehicles) dated January, 2005. Each RRFB shall be equipped with auto-dimming capability for nighttime operation to reduce the brilliance of the indications. The battery for the solar powered RRFB shall be a non-proprietary type. Each solar powered RRFB shall be capable of responding to all push button actuations, with 7 days of autonomous battery backup. Each RRFB indication will be activated by an ADA compliant (piezo) pedestrian Pushbutton and operation will cease after a predetermined time limit (based on MUTCD procedures). A pair of RRFBs shall, when activated, simultaneously commence operation of their alternating rapid flashing indications and shall cease operation simultaneously. Each RRFB shall have a wireless communication system able to connect to and activate the other unit within 150 feet, and flash both units in a synchronized pattern. Each pair of wirelessly connected RRFBs shall be capable of independently operating where a second pair of wirelessly connected RRFBs has been installed in close proximity (within wireless communication system range), for use/deployment in a Two-Stage Pedestrian Crossing configuration. Each RRFB shall, when installed in accordance with the Town Standards and Detail, include a Crosswalk Illuminator (LED flood light) achieving a vertical illuminance of 20 lx minimum in the crosswalk measured 5-ft from the road surface in accordance with FHWA-HRT-08-053, April 2008. Mechanical and Electrical Requirements 1. Dimensions: Each indication shall be at least 5" wide by 2" high. The indications shall be aligned horizontally, with the longer dimension horizontal and with a minimum space of 7" between the two indications The outside edges of the indications, including any housing, shall not project beyond the outside edges of the sign that it supplements. 2. Power: Solar: DC input, 12 VDC, 55W DC output, 12 VDC, +/- 1% 3. Temperature & Humidity: All components will be capable of continuous operation in accordance with NEMA Standards 4. Indications: Flash Pattern: When actuated, the two yellow indications in each RRFB unit shall flash in a rapidly flashing sequence and shall provide 75 flashing sequences per minute. Shall comply with MUTCD https://mutcd.fhwa.dot.gov/resources/interim_approval/ia21/ia21.pdf Optics: ITE LED Light Intensity: During daytime conditions: shall meet the minimum specifications for Class 1 yellow peak luminous intensity in the Society of Automotive Engineers (SAE) Standard J595 (Directional Flashing Optical Warning Devices for Authorized Emergency, Maintenance, and Service Vehicles) dated January 2005. During nighttime conditions: an automatic signal dimming device shall be used to reduce the brilliance of the indications. Housing Color: Federal Yellow Control Cabinet: Shall be NEMA 3R type Crosswalk Illumination: Shall be TAPCO Safewalk Crosswalk Illuminator (LED flood light) or approved equal achieving a vertical illuminance of 20 lx minimum in the crosswalk measured 5-ft from the road surface in accordance with FHWA-HRT-08-053, April 2008. 4.4. Aluminum Pedestals Aluminum Pedestals shall be of the height specified and conform to the requirements of Article M.16.03 of the Standard Specifications for Roads, Bridges, Facilities and Incidental Construction Form 818 as published by the State of Connecticut Department of Transportation, latest edition. 4.5. Pedestrian Pushbuttons & Signs Pedestrian push buttons and signs shall meet the requirements of Article M.16.08 of the Standard Specifications for Roads, Bridges, Facilities and Incidental Construction Form 818 as published by the State of Connecticut Department of Transportation, as revised by the Special Provision M.16.08 located in the Attachments section of this bid. The Pushbutton Sign shall conform with the details for Sign Catalog Sign No. 31-0846 "PUSH BUTTON TO TURN ON WARNING LIGHTS" as published by the State of Connecticut Department of Transportation, latest edition and associated Sign Detail Sheets. 4.6. Precast Concrete Foundations Concrete foundations shall conform to the requirements of Section 10.02 of the Standard Specifications for Roads, Bridges, Facilities and Incidental Construction Form 818 as published by the State of Connecticut Department of Transportation, latest edition and the detail shown in the Attachments section of this bid. 4.7. Sign Face - Sheet Aluminum Sheet Aluminum signs of the size, type, and face specified shall be furnished. Reflective sheeting shall conform to the requirements of Section M.18.09, Type IX of the Standard Specifications for Roads, Bridges, Facilities and Incidental Construction Form 818 as published by the State of Connecticut Department of Transportation, latest edition. Silk screening shall conform to the requirements specified by the reflective sheeting manufacturer. Placement and dimensions of copy, border and mounting holes shall conform to the State of Connecticut Department of Transportation Sign Face Sheet Aluminum 'Y' - S&W Series Typical Sign Details Guide Sheet, Drawing No. TR-GS_02, included in the Attachments section of this bid. Traffic Cabinet Pedestals shall conform to the requirements of Article M.16.10 of the Standard Specifications for Roads, Bridges, Facilities and Incidental Construction Form 818 as published by the State of Connecticut Department of Transportation, latest edition.
