Gwinnett County Public Schools (GCPS) is soliciting competitive sealed bids from qualified suppliers for the purchase and installation of a Compressed Air System at Maxwell High School. Questions Due Date: Aug 16th 2023, 10:00 AM EDT Communication - Gwinnett County Public Schools Personnel: Individuals, firms, and businesses seeking an award of a Gwinnett County Public Schools contract may not initiate or continue any verbal or written communications regarding a solicitation. Intent to Bid Due Date: Aug 25th 2023, 10:00 AM EDT . A list of submitting firms will be available the following business day on our website. All communications concerning the Bid must be submitted in writing to the Gwinnett County Public Schools Purchasing Department via Bonfire under the Message Center section of the bid. No response other than written communication by the Purchasing Department will be binding upon Gwinnett County Public Schools. Violations will be reviewed by the Purchasing Director. If determined that such communication has compromised the competitive process, the offer submitted by the individual, firm, or business may be disqualified from consideration for award. The Purchasing Department, in its discretion, may call upon user departments for clarification in their area of expertise. All questions or commentary must be received in Bonfire under the Message Center section no later than 10:00 AM, Wednesday, August 16, 2023, to allow for appropriate and timely responses GCPS will require the contractor(s) to conduct criminal background checks and a drug urinalysis on applicants for all positions prior to being on-site in any school or district office. GCPS requires that all service providers workers be verified as legally eligible to work in the United States through the Department of Homeland Security. This documentation is required in addition to completion of the I-9 form. GCPS reserves the right to release any contractor or contractors worker(s) with an unfavorable background. GCPS will provide the contractor with temporary id badges for all approved workers prior to them being on-site. Without the approved temporary id badge, a worker may not be allowed onsite for work. GCPS does not currently provide sponsorship for employment visas. Contractor(s) should provide GCPS, in their response, a total of three references. The references must be completed under the required section in Bonfire on the form that is provided. References shall be of projects the contractor has provided services for of a similar size and scope. References should include the following: company name, address, contact information, company representative, number of employees supplied, and type of jobs filled. All information provided should be current and verifiable. Contract Duration :This contract is effective September 1, 2023, through December 31, 2023, or upon award. Gwinnett County Public Schools (GCPS) reserves the right to extend this contract up to a maximum of four (4) additional one-year periods for a total potential term length of 5 years with the approval of the Gwinnett County Board of Education. Bid extensions will be approved in one-year increments. Annual contract extensions may be adjusted by raising or lowering the unit costs accordingly using data from the Consumer Price Index and must be agreed upon by both parties. Pursuant to O.C.G.A. Section 50- 5-64, this contract shall not be deemed to create a debt of The Board for the payment of any sum beyond the fiscal year of execution or, in the event of a renewal, beyond the fiscal year of such renewal. Suppliers awarded a contract pursuant to this bid are required within 48 hours of having a worker onsite at any GCPS location to provide the following: Certificate of Insurance as specified in the solicitation document. Completed E-Verify forms. Submit background checks for all service providers workers that will be on-site. Failure to provide the above documents within the specified time allotted may be just cause for the annulment of the award. Safety and Security Safety Requirements - Extreme caution shall be used by all service providers workers to ensure that all precautions are taken to prevent any injury to school children. Children shall be kept away from the area of work while work is in progress. No materials, equipment or tools shall be left unattended. Security - All service providers workers shall be required to wear a company uniform and/or company identification badge, in addition to the GCPS temporary id badge provided. Liability and Insurance: The contractor shall provide all required types of insurance and their respective coverage in accordance with the attached insurance requirements. The additional insured will be Gwinnett County Public Schools- as interest appears. Hazards - The service provider shall be responsible from the time of his signing the bid acceptance form or from the time of the beginning of the first work, whichever shall be earlier, for all injury or damage of any kind resulting from the work to persons or property, regardless of who may be the owner of the property. In addition to the liability imposed upon the service provider on account of bodily injury (including death) or property damage suffered through the service providers negligence, which liability is not impaired or otherwise affected hereby, the service provider assumes the obligation to save the Owner harmless and to indemnify and defend the Owner from every claim, expense, liability or payment arising out of or through injury (including death) to any person or persons or damage to property (regardless of who may be the owner of the property) of any place in which is located arising out of or suffered through any act or omission of the service provider or any subcontractor of the service provider, or anyone either directly or indirectly employed by, or under the supervision of, any of them in the prosecution of the work included in this contract. Damage by Contractor - Any damage done by the contractor ortheir subcontractors,to any site, building, room, fixture, or any item owned by GCPS, shall be repaired, or replaced at no cost to GCPS within thirty (30) days of notification to the contractor. Workmens Compensation Insurance for the Contractor - The service provider agrees to comply with the provisions of the Workmens Compensation laws of the State of Georgia and to require all subcontractors likewise to comply. The service provider agrees that, prior to the beginning of any work by the service provider or any subcontractor of the service provider, as the case may be, the service provider will furnish to the Owner for himself and for each subcontractor, a certificate from the insurance company showing issuance of Workmens coverage for the State of Georgia or a certificate from the State Workmens Compensation coverage for the State of Georgia or a certificate from the State Workmans Compensation Board showing proof of ability to pay compensation directly. General Provisions A. Successful contractor(s) must adhere to all Local, State, Georgia EPD, and Federal Regulations as mandated by the trade profession. B. There shall be at least one person, in a position of responsibility, representing the contractor onsite at all times that is capable of translating from English to languages used by the workforce. C. All surrounding areas are to be clean and free from dirt or debris stains when the job is complete. D. Inspect the site daily and do not leave the site without correcting any conditions caused by the work which would be hazardous to the public. Provide barricades, warning tape, and other means to protect the public from hazardous conditions while work is in progress.
