The Department of Veterans Affairs, Veterans Health Administration (VHA), Network Contracting Office 20 (NCO 20) is conducting a market survey and is seeking potential sources for a security system maintenance. .This Sources Sought Notice is issued for information and planning purposes only. This is not a solicitation or a request for proposal and shall not be construed as an obligation or commitment by the Government. An award will not be made on any offers submitted in response to this notice, and it shall not be implied the Government is committed to providing any solicitation or award following this notice. The Government will not pay for any information received in response to this request, nor will the Government compensate a respondent for any costs incurred in developing the information provided. The purpose of this Sources Sought Notice is to determine interest and capability of potential qualified sources of supply and determine the socioeconomic size classification of the supplier and manufacturer of the end item. The Government will in no way be bound to this information if any solicitation is issued. STAMENT OF WORK 1. Contract Title. American Lake Buildings 143 & 8 Access Control 2. Background. Additions to the campus-wide Continuum access control system are needed at buildings 143 and 8 at the American Lake Campus to be Physical Security compliant. 3. Scope. Provide the necessary parts and components, labor and material, programming, commissioning, and checkout to extend the existing Andover Continuum card access system to support the addition of (9) nine FIPS 201 card reader doors with (4) arming keypads. Provide and install an Andover Net Controller II with (12) twelve door modules mounted in a UL listed panel with UPS power back up located in the electrical room. Install conduit raceway up to eight feet off the floor then run open plenum cable with bridal rings across the warehouse and linen areas. Bldg. 143 Warehouse area Arming Disarming entry doors typical 2: North employee and West office entries Install a FIPS 201 Combo keypad proximity card reader, status switch, exit request and new electrified hardware. 5 security motion sensors shall be located inside the warehouse to cover access points and three alarm horns. When the system is armed if an un-authorized entry, motion detection or a door switch contact is detected the horns will sound an alarm sent to the existing workstation. Program the doors for card pin entry and monitored for door ajar with forced entry alarms sent to the existing workstation. When the system is armed all other card reader doors entering the space shall be disabled until the system is disarmed from a keypad. Roll up doors typical of 4: Install status switches on the roll up doors, if the system is armed and a door switch contact is detected the system will go into alarm. Card reader entry doors typical of 3: Install a FIPS 201 proximity card reader, status switch, exit request and electrified hardware on each door. Program each door with card entry and monitored for door ajar with forced entry alarms sent to the existing workstation. Bldg. 143 Linen spaces Arming Disarming doors typical 2: North East exterior and South East interior Install a FIPS 201 Combo keypad proximity card reader, status switch, exit request and new electrified hardware. 3 security motion sensors shall be located inside the two rooms to cover access points and two alarm horns. When the system is armed if an un-authorized entry, motion detection or a door switch contact is detected the horns will sound an alarm sent to the existing workstation. Program the doors for card pin entry and monitored for door ajar with forced entry alarms sent to the existing workstation. When the system is armed all other card reader doors entering the space shall be disabled until the system is disarmed from a keypad. Roll up doors typical of 1: Install a status switch on the South East roll up door, if the system is armed and a door switch contact is detected the system will go into alarm. Card reader entry door typical of 1: Install a FIPS 201 proximity card reader, status switch, exit request and electrified hardware on the door. Program the door with card entry and monitored for door ajar with forced entry alarms sent to the existing workstation. Bldg. 8 Card reader typical of 1 : door 223 Install a FIPS 201 proximity keypad reader, status switch, exit request and electrified strike hardware. Program each door with card entry and monitored for door ajar with forced entry alarms sent to the existing workstation. Operator Workstation: Existing site workstation shall be used. 4. Exclusions. Overtime labor. 5. Performance Monitoring (if applicable). COR will be provided. 6. Security Requirements. The contractor employees shall not have access to VA sensitive or computer information and will not require routine access to VA Facilities. The contractor employees shall require intermittent access only and will be escorted by VA employees while at VA Facilities. No background investigation is required 7. Government-Furnished Equipment (GFE)/Government-Furnished Information (GFI). NA 8. Other Pertinent Information or Special Considerations. a. Identification of Possible Follow-on Work. NA b.
