Renovation of a mixed-use development in Jupiter, Florida. Completed plans call for the renovation of a library.

General Description of Project: To replace one (1) 80-ton "like-for-like" chiller, water pumps, related HVAC equipment, and reconnect existing BAS system Qualification of Contractors. Qualification is required in order to bid for projects under this Annual Contract. A contractor may obtain a Qualification Application for this Annual Contract by sending an email with the "Project # Prequalification: Annual Contract - HVAC" in the subject line to: FDO-CIDBids@pbcgov.org or call (561) 233-0261. Qualification applications may also be downloaded from the County's on-line Vendor Self-Service (VSS) system at https://pbcvssp.co.palmbeach.fl.us/webapp/vssp/AltSelfService. The contractor must submit the Qualification Application at least 10 calendar days before the Quote/Bid Due Date in order for its quote/bid to be considered. Palm Beach County reserves the right to waive any bid irregularities, informalities, or technical deficiencies and to reject any and all quotes/bids. Questions must be e-mailed to FDO-CID-Bids@pbcgov.org at least seven (7) calendar days prior to the bid due date. Question Deadline 09/07/2023 To replace one (1) 80-ton "like-for-like" chiller, water pumps, gauges, insulated piping, related HVAC equipment, and reconnect existing BAS system per the project requirements provided below: a. Properly decommission, remove, recover Freon, and dispose of existing units and pumps according to local and state guidelines b. The contractor is responsible for obtaining all equipment clearances, and maintenance access during the site inspection, including, if required, any building heat load calculations. (See site plan Exhibit "1"). c. Furnish existing controls to integrate and control all mechanical equipment with cooling plant systems, Building Automation System (BAS), factory installed isolation valves, and flow switch. The upgraded system should be (BAS) remote capable. (See Exhibits "2", "6" and "7"). d. Furnish and install new, individual equipment surge protection, ground fault protection, circuit breakers, new chiller pipe insulation, new electrical wiring in conduits, and new fuse disconnects, using a NEMA 4X disconnect panel. e. Replace "like for like" water pumps Model # F12009E4CAH1L0D000000. Replace with new motor starters. (See Exhibit "3"). f. Re-attach the existing lightning protection system. (If in the immediate area of chiller pumps and electrical panel). g. Coat all condenser coils, which shall be "copper" tube aluminum fin, with anti-corrosion ecoated Luvata Insitu Coil, Heresite Protective Coating P-413 (see Exhibit "3" and "4"), or PBC approved equal coating. h. Where Refrigerant insulation is cut, exposed damaged, or removed outside, it shall be insulated and painted with two coats of paint, containing UV inhibitors, and in accordance with the insulation manufacturer's recommendations. Replace all EMT electrical conduits with liquid-tight type (waterproof) for chiller components and pumps. i. Provide all necessary piping, electrical, control wiring, and refrigerant lines to make the system fully operational per manufactures specifications. The contractor shall be required to upgrade the tie-in of the new chill water system to existing Trane controls with back net wiring capability, and meet present BAS monitoring standards for the County. (See Exhibit "2"). j. The contractor will determine the size of the temporary chiller to be installed at the pre-bid walk to keep library conditioned & cool during chiller replacement. All submittals must be sent to the Project Manager for approval. k. All penetrations, joints, taps, splices, and re-connections shall be sealed and patched, replace all fittings with water-tight type, to meet code requirements. l. Document system pressure, before running load amps. m. Ground-mounted chiller units and pumps shall be installed on existing or expanded concrete pads with unit stands not less than 12 inches, if mounted to a pad make sure the unit is level on the existing ground mounts with isolation pads. (Slabs shall be level.) n. System shall be started after installation is complete, and tested for proper operation with County Project Manager (PM) present. The contractor is required to upgrade existing controls to Building Automation System (BAS) re-connection with 'Back Net' connection reprogramming and reset controls based on the new chiller and pumps. (See Exhibits "2", "6", and "7"). o. The contractor will provide "As-Built" documents, for project and new equipment. p. Work that requires air-conditioning outage is to be done during Evenings and Weekend hours. Hours must be approved by the County Project Manager (PM) at least ten (10) days in advance. q. During the chiller replacement, the contractor is responsible to keep and maintain the library's indoor ambient temperature at 72-75 degrees Fahrenheit while temporary chiller is in use during hours of operation. Library hours are noted below: 9 a.m. - 8 p.m. 9 a.m. - 6 p.m. 9 a.m. - 5 p.m. 12 p.m - 5 p.m.
