Owner's Rights Reserved: Roy City Corporation Reserves the Right to Reject Any or All Proposals, to Waive Any Informalities in a Proposal, and to Make Awards in the Interest of the City. Award of Contract Will Be at the City's Discretion Based on Their Evaluation of the Proposal Best Determined to Suit Their Needs.
