Renovation of a fire / police facility in Coral Springs, Florida. Completed plans call for the renovation of a fire / police facility.

Interior and Exterior Painting of Donald A. Haupt Training Center Any questions you may have regarding this project can be sent via email to mmachuca@coralsprings.gov. The last day to submit questions will be Monday, August 21, 2023 by 5:00p.m. Questions received after the stated date and time will not be addressed. Part I Scope of Work: City seeks to acquire a qualified Paint Contractor that will provide all the required labor, supervision, equipment, materials, tools, transportation etc. to ensure the proper completion of the interior painting to the Donald A. Haupt Training Center located at 4180 NW 120 th Avenue, Coral Springs Florida, 33065. The contractor will be responsible for all measurements related to the site and will provide a lump sum amount for the provided services. All work must be in compliance with all local, state, and federal laws and regulations. Part II Interior Areas to be Painted: - First Floor: o Reception area, waiting area, and breakroom. o All Corridor walls on the first floor. o Corridor walls between storage room and janitor's closet to north side. o Corridor walls on the south side of building leading to room #118. o Room #115, 116, 117, 118, 119, 120, 121, and 122. o Closets and closet doors located in rooms that will be painted will also require painting. o Recess Fire Cabinets will be painted. o All previously painted doors and doorframes. o Both stairwell walls, ceiling, stairs, floors, and railings for the 1 st and 2 nd floor except ceiling area leading to roof access. - Second Floor: o All rooms and corridor on the 2 nd floor except those shown on floorplan provided. o Walls running the length of room #216, 216, and #217 will only be painted above chair rail. o Closets and closet doors located in rooms that will be painted will also require painting. o Recessed Fire Cabinets will be painted. o Contractor will be required to paint around corner guards on walls and kick plates on doors. o All previously painted doors and doorframes. - Interior areas to be excluded from painting are as follows: o All light fixtures, baseboards, and any area not specifically identified. Part III Surface Preparation o Surface preparation must be in accordance with the specifications for paint product listed or the proposed alternate equal specifications to ensure the manufacturer's listed warranty. o Proper procedures and industry standards must be followed to ensure the surface to be painted is free of loose and delaminating coating before the application of any new primer or paint. o It is the sole responsibility of the Painting Contractor for any delamination that occurs due to the result improper surface preparation. o If needed, interior surfaces must be cleaned with industry recommended solvent/detergents to remove all dirt, debris, and deteriorating coating as much as possible for the product being applied to properly adhere. o All recommended manufacturer procedures are to be followed for proper application of all specified products. o All wall base on first and second floor is to be remove prior to any work. Part IV Inspection o The Painting Contractor will be required to have all phases of the project be inspected by the Manufacturer Representative or Authorized Dealer Representative to ensure proper preparation and application of all products. o Proper documentation will need to be provided after each inspection to the City to ensure each phase is being appropriately completed and the Painting Contractor is following the manufacturer's guidelines. o A final inspection with the City Project Manager or their designee and Manufacturer's Representative will be conducted to confirm all work was done in accordance with the specifications of the utilized product. o Any work that will require to be corrected must be done in a timely manner after receiving notification from the City or Manufacturer's Representative. Part V Product Schedule & Application o All products must be delivered to the jobsite in the manufacturer's original sealed container. o All product applications must be done in accordance with the manufacturer's directions. o The Painting Contractor will assume responsibility for coverage of paint if one (1) coat cannot be guaranteed due to absorption rates of different surfaces being painted. Prior to beginning of work, test patches should be completed to ensure adequate coverage of material. - Interior Drywall, Stairwell Walls & Ceiling: o Primer (Spot Prime): Benjamin Moore's Multi-Purpose Primer 067 Series or proposed alternate equal. o Product to be applied according to manufacturer's label directions. o Finish Coat: Benjamin Moore's Ultra Spec Interior Eggshell T538 Series or proposed alternate equal. o One (1) coat is to be applied at recommended film thickness according to manufacturer's label directions. Some colors may require two (2) or more coats. o Apply at 4.0 - 4.6 mils water film thickness (WFT) or 1.7 - 2.0 mils Dry Film Thickness. o Add Alt. 1 - Finish Coat: Benjamin Moore's Scuff-X Matte finish 484 Series or proposed alternate equal. o To be applied at recommended film thickness according to manufacturer's label directions. Some colors may require two (2) or more coats. o Apply at 4.0 - 4.5 mils water film thickness (WFT) or 1.6 - 1.8 mils Dry Film Thickness. - Interior Metal (Stairwell Railings): o Primer: Benjamin Moore's Corotech 100% Acrylic Waterborne Primer V110 Series or proposed alternate equal. o Product to be applied according to manufacturer's label directions. o Finish Coat: Benjamin Moore's Coronado Multapply Latex Enamel 1180 gloss/1190 Semigloss Series or proposed alternate equal. o Product to be applied according to manufacturer's label directions. o Apply at 3.6 - 4.6 mils water film thickness or 1.4 - 1.7 mils Dry Film Thickness. - Metal Doors and Frames: o Finish Coat: Benjamin Moore Advance Interior Paint 79X Series or proposed alternate equal. o Product to be applied according to manufacturer's label directions. Some colors may require two (2) or more coats. o Apply at 3.2 - 4.0 mils water film thickness or 1.2 - 1.5 mils Dry Film Thickness - Interior Concrete (Stairwell Stairs, Landings, and Floors): o Finish Coat: Benjamin Moore's Insl-X Tough Shield Floor and Patio CTS-3XXX Series or proposed alternate equal. o Product to be applied according to manufacturer's label directions. Some colors may require two (2) or more coats. o Apply at 3.2 - 4.2 mils water film thickness or 1.3 - 1.7 mils Dry Film Thickness. Part VI Clean-up o The Paint Contractor shall be responsible for the clean up on a daily basis and the rectifying any damage caused by the application or workmanship. It is suggested that before the commencement of work that the contractor together with a representative of the owners, walk the project and make a list of all existing damage. The list should contain the location of any areas showing signs of damage. A dated copy should be kept by each party. In the event of a claim, the city management can use this list to resolve any disputed damage. o If a staging area is provided, all equipment, ladders, paint, supplies etc. must be returned and the area left clean. It is the sole responsibility of the Painting Contractor to keep area in an acceptable manner that is clean and secured. Part VII Warranty o The warranty provided by the Contractor will correspond to the material warranty by Manufacturer. In this instance the manufacture warranty period is eight (8) years for Benjamin Moore's Ultra Spec Interior Eggshell T538 Series. If a proposed alternate is approved, the product warranty must meet or exceed the specified products warranty. o All approved materials must be purchased from a single authorized dealer to control and document the required material usage. The authorized dealer will be agreed upon prior to beginning any work. Part VIII Proposed Product Alternative o The specified product does notsuggest it isthe only product that is acceptable and considered for purchase. The specified product is intended to only define the type of quality and characteristics that is suitable for this project. Product alternates will be considered but must be equal to or exceed the specified product's quality and characteristics. It is the bidder's responsibility to provide all supporting documents that guarantee that the proposed alternative meets or exceeds the quality and characteristics of the specified product. If the proper documentation is not provided with your bid, your bid may be rejected. The City will determine if the proposed alternative meets or exceeds the specified products quality. Part IX Miscellaneous: o The awarded Contractor will not be allowed to subcontract any of their work. o The awarded Contractor will need to provide the name and contact information of the Manufacturer Representative or authorized dealer that will be conducting the onsite inspections. o The awarded Contractor must provide the contact information for the authorized dealer where the products will be purchased from. o Leftover paint products will be kept by the City. o Once work has started, the Contractor will continuously and expeditiously work to ensure the project is completed on time and within schedule. o Proper notification must be given to the City of when work is to start and if the project will phase out. o Any property that is damaged by the Contractor will be their responsibility to repair and restore it to its original condition. o For any unforeseen conditions, the Contractor will provide the City with a price per square foot proposal for the repairs. Any visible deterioration will not be taken into consideration and must be repaired. o All proper procedures must be followed and must be in compliance with all OSHA safety regulations to ensure the safety of the City employees, general public and employees of the Painting Contractor.
