This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. ii. The solicitation number is 12905B23Q0195 and is issued as a Request for Quotation (RFQ). iii. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) Number 2023-04 June 2, 2023 found at www. https://www.acquisition.gov/. Service Contract Labor Standards Wage Determination Number #2015-5623 Revision #21 for Alameda County, CA is applicable and is attached. iv. This solicitation is issued as a Total Small Business Set-Aside. The associated NAICS code is 238220 the small business size standard is $19M. v. Description/Statement of Work/Specification: United States Department of Agriculture (USDA), Agricultural Research Service (ARS), Pacific West Area (PWA), Western Regional Research Center (WRRC), has a requirement for a contractor to repair the WRRC's South wing FSIS walk-in freezer F011. See attached Statement of Work. vii. Date(s) and place(s) of delivery and acceptance: Delivery by: 30 days upon notice of award Delivery Location: United States Department of Agriculture (USDA) Agricultural Research Service (ARS) Pacific West Area (PWA) Western Regional Research Center (WRRC) 800 Buchanan Street Albany, CA 94710 viii. FAR Provision 52.212-1, Instructions to Offerors-Commercial, is incorporated by reference and applies to this acquisition. Please see the attached RFQ terms and conditions for the submission requirements and its addendum. ix. Evaluation: For the evaluation criteria, please see the attached RFQ terms and conditions. x. Offerors are required to complete in full FAR Provision 52.212-3, Offeror Representations and Certifications-Commercial Items, with their offer online at SAM: www.sam.gov. There are no additional contract requirement(s) or terms and conditions (such as contract financing arrangements or warranty requirements) determined by the contracting officer to be necessary for this acquisition and consistent with customary commercial practices. xiv. The Defense Priorities and Allocations System (DPAS) and assigned ratings are not applicable to this solicitation. xv. Date, time and place offers are due. SITE VISIT: A site visit will be scheduled for 11:00 A.M. Pacific Time on August 24, 2023 at the address listed below. This site visit is intended to give prospective offerors the opportunity to familiarize themselves with the location and to gauge the scope of work required of the contract. For the site visit, we ask the following: o Visitors bring photo identification. Non-US citizens should bring a passport o Visitors must abide by any masking requirement in effect at the time of the site visit. o Visitors must sign-in. Prospective attendees SHALL email spencer.hamilton@usda.gov and chris.mehelis@usda.gov no later than 12:00 p.m. Pacific Time August 23, 2023 with a list of names of attendees. This is necessary to ensure that the site is prepared for the number of visitors expected. Failure to comply with the registration instructions above may result in denial of access to the location and/or participation in site visit activities. Participants will meet at: United States Department of Agriculture (USDA) Agricultural Research Service (ARS) Pacific West Area (PWA) Western Regional Research Center (WRRC) 800 Buchanan Street Albany, CA 94710 Parking Instructions: Parking is available in the front entrance. Visitors will have to call-in from the main gate push button to enter the building. The period of performance is 30 days from notice of award. The contractor shall perform all work necessary to repair and restore the function of the identified freezer (16' x 12' x 10'), including but not limited to: - Recover existing system refrigerant - Disconnect electrical connections, disconnect and dispose compressor - Remove and dispose evaporator - Flush line sets - Install new line-in-kind 1.5 HP Semi-hermetic compressor, connect line sets - Install new line-in-kind three-fan evaporator, connect line sets - Install new pressure and high-low limit switches - Leak test system with Nitrogen gas (Nitrogen gas is GFE) - Reconnect electrical connections, and charge system with appropriate refrigerant - Startup freezer - setting cooling to tenant requirements (temperature less than 14F (-10C), monitor system for 24 hrs. All work shall be coordinated with the freezer's users and COR or Site Representative, to minimize disruption. A project work plan is required before work begins - listing dates and times contractor personnel will be on site and what the contractor intends to accomplish each work day
