Submittals received by any means other than the one stated above, or after the specified time and date will not be considered. Interested parties are expressly prohibited from contacting any other party associated with this project, including but not limited to UC Berkeley employees, representatives, consultants, and donors, during this RFQ process, including interviews and contracting. Such contact will serve as reason for firm disqualification. Once registered, interested respondents can log onto BuildingConnected and retrieve the Qualification Documents by the project name and number. The Berkeley campus of the University of California requests that interested firms submit written statement of qualifications to provide Commissioning (Cx) Services for pre-construction and construction phase services for a new Chemistry Building, Heathcock Hall. DESCRIPTION OF THE WORK: Heathcock Hall will be located in the campus park on the sloping hillside site at the southwest corner of intersection between Gayley Rd and East Gate Road (the eastern end of University Drive). The Heathcock Hall project will provide approximately 81,700 new gross square feet (49,300 assignable square feet) of state-of-the-art chemistry research and laboratory space for the College of Chemistry (the College). In addition to the research laboratory spaces, a 50 student classroom is programmed for the 1st floor of Heathcock Hall. Construction is anticipated to start in early 2024, with overall completion planned for winter 2026/2027. Anticipated construction costs is approximately $107,000,000 which includes only 2 of the 5 floors of laboratories constructed. The selected Cx will need to accommodate either the partial program or complete buildout. The University is seeking Commissioning agents who are willing and interested in joining and collaborating with the University and its team of consultants to provide expertise and services to achieve the University's goal of constructing the Heathcock Hall at UC Berkeley. The proposal shall include all design and construction phase commissioning services outlined in this RFQ. The successful firm will create specifications, review and comment on the product design document submittal and provide services through the Design Development Construction Documents, Construction, and Warranty phases, and enhanced commissioning services meeting LEED requirements. The objectives of Cx are to facilitate and provide documented confirmation that the facility fulfills the functional and performance requirements of the building, occupants, and facilities services maintenance staff. In addition, confirming delivery of operation and maintenance (O&M) manuals and training on system operation and establishing processes for ongoing performance monitoring. The commissioning agent will provide enhanced monitoring-based commissioning and envelope commissioning as required to meet LEED v4.0 Silver and strive to meet LEED Gold Requirements. The successful commissioning agent will assist the university in conducting a comprehensive commissioning process for the project to: o Meet the intention of Commissioning as described in the UC Berkeley Campus Design Standards. o Meet the LEED BD+C: New Constructionv4.1 - LEED v4.1 commissioning (Cx) requirements for pre- requisite fundamental commissioning. o Meet the LEED BD+C: New Constructionv4.1 - LEED v4.1 Cx requirements for enhanced commissioning, Option 1, Path 2, enhanced and monitoring based commissioning. Meet the LEED BD_C: New Construction v4 - LEED v4 Cx requirements for enhanced commissioning, Option 2: building enclosure commissioning. The Heathcock Hall project is expected to achieve LEED V4.0 Silver and strive to meet LEED Gold certification through submission to the US Green Building Council. Evaluation of qualifications will be based on the skill and experience of the firm proposed as the commissioning agent. The Cx shall be qualified to commission building systems noted in this RFQ, however if the Cx does not have sufficient skills to commission a specific system, subcontracting with a qualified party is acceptable. That party's qualifications shall be included in the response to this RFQ and the relationship to the prime Cx shall be clearly delineated. SYSTEMS TO BE COMMISSIONED The following building systems, including all equipment, components and controls will be commissioned (if included in the final design): 1. Mechanical Systems: o Heating, Ventilation, and Air Conditioning (HVAC) systems o Laboratory exhaust systems o Fume hood systems o Chilled water and heating water systems, including steam systems o Building automation and controls systems 2. Electrical Systems: o Power distribution systems, including medium voltage equipment o Emergency power systems (generators) o Lighting control systems o Fire alarm and life safety systems o Grounding and lightning protection systems 3. Plumbing and Piping Systems: o Laboratory gas distribution (compressed air, vacuum, specialty gases) o Domestic water distribution o Sanitary waste systems o Laboratory plumbing systems 4. Fire Protection Systems: o Automatic sprinkler systems o Fire suppression systems for specialized labs (chemical, biological, etc.) o Fire alarm systems 5. Security and Access Control Systems: o Card access systems o CCTV surveillance systems o Intrusion detection systems 6. Building Envelope Systems: o Roofing systems o Exterior wall systems o Glazing and window systems o Insulation systems o Daylight Control Systems 7. Energy Management Systems: o Energy monitoring and metering systems o Renewable energy systems (solar panels, wind turbines) 8. Laboratory-specific Systems: o Laboratory gases distribution and control o Chemical fume hood systems o Specialized ventilation systems for hazardous materials 9. Communication and Data Systems: o Data cabling and networking systems o Audiovisual systems (presentation rooms, video conferencing) 10. Sustainability and Green Systems: o Green building certifications (LEED V4.0 Silver and strive to meet LEED Gold)
