The purpose of this Request for Proposals is to invite qualified proponents (the Proponents) to submit proposals for the Swartz Bay Berth 5 Upgrade Project. BC Ferries intends to use Berth 5 for Salish Class vessels and requires the berth to be upgraded to accept the vessel in all conditions. The existing berth does not have adequate seabed clearance for the Salish at low tides; therefore, berths 4 & 5 will be required to be blasted and dredged (or alternate means of excavation) to increase the depth of the berth. Habitat compensation will be built in Long Harbour to offset the environmental impact from the project. The compensation will consist of a cobble blanket on the seabed with rows of rock reefs. Some of the blast rock may be transported to Long Harbour terminal and used to construct the habitat compensation if it meets the requirements, otherwise it must be disposed. Additional imported rock may be required. Dredged sediment will be transported to an approved upland disposal site. Salish Class vessels are larger and heavier than the current vessels that use Berth 5, and the marine structures must be modified to suit. Existing floating leads are to be replaced with four parallel motion fender dolphins with tie-up infrastructure. One marker pile will be installed at the entrance to the berth to demark the edge of the blasted zone. The marker pile will be used as a navigational aid only and is not designed for impact by the vessel.
