Site work and paving for a mixed-use development in Banner Elk, North Carolina. Completed plans call for site work for a educational facility; water / sewer project; road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.

This is a re-advertisement of the bid on the Town of Banner Elk - Historic Banner Elk School Site Improvements. This project is located at or near 185 Azalea Circle SE. in Avery County. Contract to include demolition, asphalt milling/removal, grading and paving For road & parking area, field grading, erosion and sediment control, storm Drainage system, curb & gutter, raised crossings, paver side walks, bike rack, Signage and striping, landscaping including sod and mulch Banner elk, north carolina - avery county A mandatory pre-bid conference was previously held for this project. For any questions, please contact BREC, PA. at 336-844-4088. No bid may be withdrawn after the opening of bids for a period of 30 days. The Owner reserves the right to reject any or all bids and waive informalities. Proposals shall be made only on the form provided herein with all blank spaces for bids properly filled in and all signatures executed. 100% Performance Bond and 5% Bid Security/Bond required. The awarded Contractor shall commence work to be performed under this Contract on a Monday October 23rd 2023 per written order from the Engineer. The Contractor shall fully complete all work hereunder as specified in paragraphs below. For each day in excess of the number of days exceeding the prescribed time, the Contractor shall pay the Owner the amount of One Thousand Dollars ($1,000.00) as liquidated damages reasonably estimated in advance to cover the losses to be incurred by the Owner should the Contractor fail to complete the Work within the time specified. The total time for completion shall be set at one hundred and fifty (150) days from the date set forth in the Notice to Proceed. If the Contractor is delayed at any time in the progress of his work by any act or negligence of the Owner, his employees or his separate contractor, by changes ordered in the work; by abnormal weather conditions; by any causes beyond the Contractor's control or by other causes deemed justifiable by Owner, then the contract time may be reasonably extended in a written order from the Owner upon written request from the contractor within ten days following the cause for delay, but the contract should not be extended past May 27, 2024. Contract Base Bid Scope of Work to Include per Plans Issued: o Contractor shall Schedule work around all Events and Festivals o Contractor shall provide, install, and maintain all necessary erosion control devices. Contactor shall comply with all requirements of the erosion and sediment control regulations. Due to phased project limits/limits of disturbance remaining under 1 acre the NCG01 permit may not be required; however, all precautions should be in place as if a permit were required. The contractor is responsible for erosion control permitting and any issue related to sediment management. Contractor shall maintain work area so that at any time the area of disturbance is less than 1 acre. o Demolition and removal of existing site features. o Removal of existing Drainage pipe. o Installation and connection to existing stormwater system. o Fill and grading for new road and parking areas. Contractor to provide backfill material free of debris and rocks suitable for establishing ground cover. All grading to be uniform and smooth, allowing for ease of mowing. o 8-inch minimum thickness ABC Stone to be established for roadway. ABC stone to be compacted to 100% Modified Proctor (Contractor to provide testing as needed) o The Contractor shall always protect the work area. Parking lot will be in use during construction, and efforts should be made to limit impacts to existing parking. Vehicular access to buildings shall be maintained during construction. Contractor to provide traffic control/pedestrian control measures as needed. Coordination with owner can help limit the impact to personal using the building and adjacent facilities. No work is allowed within 25 ft. stream buffer. If needed, it will be contractor's responsibility to acquire permits required to work within buffer. o Project shall include construction of landscaped areas. The Contractor shall provide SOD, seed, top soil, straw, and mulch - this will include all disturbed areas. Straw will need to be tacked down with a suitable binder or matting. o The Contractor shall include in their bid all required geotechnical work and testing to verify soil and maintenance quality and compaction. o Contractor shall be responsible for all survey work and staking. A .dwg file can be provided. A benchmark will be provided upon request. Benchmark shall not be disturbed; replacement of benchmark will be at contractor's expense. o If any grading discrepancies are found, it is the responsibly of the contractor to notify the engineer prior to conducting work. No additional payment will be made for work or reworking of areas outside of the knowledge of the Engineer. o The contractor shall be responsible for all site preparation, including but not limited to trees/shrub and stump removal, utility line location and relocation. Vegetation removal shall be completed as directed. o All work shall be in accordance with the attached specifications and drawings unless otherwise directed by the project documents or the Engineer. o The contractor shall supply all materials, including but not limited to concrete, asphalt, ABC stone, pipe, structures, grout, hardware, topsoil, grass seed, straw, sod, mulch, fasteners, signs, paint, and any materials required to complete work as specified. o All work shall be completed as detailed in the contract and drawings upon receipt of "Notice to Proceed" document. o Contractor shall be responsible for removal of all equipment, debris, and trash from site at project construction completion. o Project shall include signage and striping parking lot as shown in the site plan. Striping for spaces to be two applications of standard 4" wide lines. Striping to meet all current codes and specifications. Any existing striping features removed due to construction shall be replaced. o Any portion of asphalt or concrete onsite or adjacent to the site that damaged by the construction shall be repaired or replaced at contractor's expense. o The contract may become null and void if work is not performed within agreed upon dates. o Base bid shall be on a lump-sum basis.
