NCAPP safeguards agricultural resources from the risks associated with the entry, establishment or spread of exotic plant diseases introduced into the United States. The requirement is to rebuild the interior of a lab that was recently destroyed by fire : National Plant Germplasm Quarantine Center (NCAPP) USDA-APHIS-PPQ 9901 Powder Mill Road Laurel, MD 20708 Delivery: 90 Days After Notice to Proceed Please refer any questions pertaining to this solicitation to Jim Roloff, contracting officer, at james.g.roloff@usda.gov. Location: National Plant Germplasm Quarantine Center (NCAPP) USDA-APHIS-PPQ 9901 Powder Mill Road Laurel, MD 20708 Project Background: The NCAPP opened in 1979 to safeguard agricultural resources from the risks associated with the entry, establishment or spread of exotic plant diseases from foreign germplasm to be introduced into the United States. Additional expansion projects at the NCAPP in the 1980s and 1990s added facilities for the Plant Protection Quarantine (PPQ), Plant Health Program (PHP), National Botanists and Beltsville Plant Inspection Station, and the National Plant Germplasm and Biotechnology Laboratory (NPGBL) which is part of the PPQ Center for Plant Health Science and Technology (CPHST). The most recently completed NCAPP expansion added an additional facility for the foreign plant Germplasm testing program and included the specially constructed BSL3 Enhanced Laboratory and Greenhouse utilized for AG Select Agents. The bio-containment Lab/Green Houses for methods development, methods validation, and proficiency test panel development supports PPQ by providing a facility for CPHST to develop accurate, sensitive, rapid user-friendly diagnostic tools to identify exotic plant pathogens for use in emergency and quarantine for Germplasm testing and for surveillance at ports of entry. Fulfillment of these safeguarding functions facilitates the APHIS Plant Protection Quarantine mission to ensure an abundant high quality and varied food supply; strengthened the marketability of U.S. agriculture in domestic and international commerce; and to the global preservation of the global environment. The NCAPP also provides world leadership and excellence to ensure the Germplasm designated for release into the U.S. Germplasm Resources System is free of exotic plant pathogens and supports the preservation of global plant genetic resources. In May this year a fire broke out in the virology/germplasm lab, causing extensive damage. The following work is required to make the lab functional again. Electrical: Lab "A" Water side - Demo unused conduit (3 - 4 lengths approx. 15' each) - Install 9 new ceiling fixtures secured to roof truss joists operated by occupancy sensor(s), or two 3-way switches, ceiling fixtures to be suspended LED strip lights. - Install outlets (approximately 10) utilizing new flexible and existing hard conduit, 48" height or counter height. - Modify two existing locations of floor conduit/outlets to be used in new cabinets/countertops. - Existing low voltage and fire alarm equipment and wiring to remain as is (USDA to repair) The estimated of this project is between $100,000 and $250,000. *The value for this project is based on a financial range.
