Proposals received by mail or other carrier must be addressed to Lawrence County Solid Waste Management District, c/o Lawrence County Auditor's Office, 916 15th Street Room 28, Bedford, IN 47421 and must be received on or before the date and time to be valid. Proposal packets must be marked as follows: Proposal Enclosed, Lawrence County Solid Waste Management District, Solid Waste Transportation and Disposal Services, and also include the name and address of the Prospective Contractor. Contract No. 01-24 involves a Contract for the provision of the Transportation and disposal of Solid Waste from the District's Transfer Station. The maximum Term of Contract No. 01-24 will be either three (3) years commencing January 1, 2024 and ending December 31, 2026 or five (5) years commencing January 1, 2024 and ending on December 31, 2028. The District intends to award a Contract which will result in the accomplishment of the total Work effort required for Solid Waste Transportation and Disposal Services. Proposals must be submitted in writing on forms furnished by the District. Proposals must be accompanied by a Proposal Security in the amount of $50,000. The Proposal Security shall be in the form of a certified check, cashier's check or Proposal Bond payable to the District. Should a Successful Contractor fail to enter into a Contract, the Successful Contractor shall pay to the District the penal amount thereof. Additionally, a Consent of Surety from a surety company licensed for business in the State of Indiana shall be included with the Proposal, and shall set forth that the surety company will provide the required Performance Bond in the amount specified in the Contract Documents. Proposals shall remain subject to acceptance for 60 days after the day of the Proposal opening, but the District may, in its sole discretion, release any Proposal prior to that date. Proposals shall also be accompanied by other information noted in the Instructions to Prospective Contractors section of the Contract Documents. After Proposals are received and opened, Prospective Contractor's shall provide the District such supplemental information as requested by the District relative to the Prospective Contractor's ability to prosecute the Work. Interested Prospective Contractor's are to submit the pre-proposal meeting confirmation form included in the Request For Proposals document to Ron Walker, faxed to (812) 278-9611, or emailed to director@recycledistrict.org by 12:00 p.m. local time on Wednesday, August 23, 2023. No Proposals will be received after the time and date indicated. The District reserves the right to reject any or all Proposals, waive any informality in the Proposals, conduct discussions and negotiate with responsible Prospective Contractor's who submit Proposals determined to be reasonably susceptible of being selected for Contract Award, or accept the Proposal which constitutes the lowest, responsible Proposal in accordance with the Indiana local public purchasing law, Indiana Code 5-22-9 "Request for Proposals".
