THIS SOURCES SOUGHT (36C26023Q1038) REPLACES (36C26023Q0973) NOTICE POSTED ON 08/18/2023 This is not a solicitation for bids, proposals, proposal abstracts, or quotations. The purpose of this Sources Sought Notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. The responses received from interested contractors will assist the Government in determining the appropriate acquisition method. The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 20, is conducting market research to identify potential sources which can provide the following services for the Coeur d Alene and Wenatchee CBOC: Security System and Cameras upgrades for the Coeur d Alene CBOC Spokane VAMC. The contractor shall provide a fully functioning security system including all relevant license and integrate into the present system at the Mann-Grandstaff facility via the IT network. The system will record locally and update the Mann-Grandstaff VA Hospital main system after hours. The vendor shall supply all hardware, software, and supplies for this system to integrate into the current parent system (Lenel PACS, Milestone VMA) at Mann-Grandstaff VA Hospital. The vendor will ensure all necessary software licensing (Lenel, Milestone and windows) is supplied to ensure a fully functioning completely integrated system into existing system. The exiting system consists of Lenel OnGuard Access Control, Lenel Video Surveillance Integration; to include LENEL Video Management Solution LNVR Software with Milestone hardware storage solution and integration of cameras and alarm panels. Since the systems contain proprietary equipment vendors must be factory certified and authorized VAR for all of Lenel, Milestone and DMP access, storage, IDS, video management control systems. All interested vendors are required to submit a letter or other means of certification from Lenel S2 showing authorization to provide such products (in addition to other submission requirements). The Government reserves the possibility of a single source procurement if this posting indicates only one vendor can perform/provide services and supplies. Potential candidates having the capabilities necessary to provide the above stated services are invited to respond to this Sources Sought Notice via e-mail to `Craig Brown at craig.brown7@va.gov no later than 15 September 2023, 3PM Pacific. No telephone inquiries will be accepted. SCOPE: Camera install, Vendor will supply and pull all necessary cabling and supplies to support camera installs that terminate the cabling into the IT closet room 165 patch panels. Card readers, vendor will supply and pull all necessary cabling and supplies to support installation of HID card readers into the IT closet room 165 and terminate into the new Lenel panels. At every location for the card readers shall also have a camera installed at a position that shows the card swipers face and card reader in same frame. Security Alarm system, vendor will supply, pull all necessary cabling, and supplies to support installation of system that includes a glass break sensor for every window. Entry doors will have a card reader, camera, and motion detector placed within 15 feet of entrance X 4 entrances. Server will have server 22 software added, also with Milestone VMS version 2022R3 and Lenel version 8.1. The server will be placed into IT closet (Room 165) rack mounted; COR will determine exact location at time of install. IT closet will be alarmed as an additional zone main building is primary zone on the Lenel alarm panel. Replace the door with a solid wood door with an automatic closer and a continuous hinge (Piano Hinge). Door will have a mortice lock to Best keying with day / night lock single turn egress IAW VA handbook 0730. Place a motion inside the IT Closet (Room 165). Security System and Cameras upgrades for the Wenatchee CBOC Spokane VAMC. The upgrade consists of adding 24 Panoramic Axis P/N M3058-PLVE or equivalent, 5 Panoramic camera s Axis P/N P3727-PLE or equivalent, 12 Card readers HID P/N RPKCL40-P or equivalent, Lenel Security alarm panel or equivalent with 34 glass break sensors and 4 motion sensors. Milestone server with 90 days of storage at maximum camera resolution compatible with the VA IT network. Upgrade the IT closet to confirm with EHMR and VA Handbook 0730. SCOPE: Camera install, Vendor will supply and pull all necessary cabling and supplies to support camera installs that terminate the cabling into the IT closet room 138 patch panels. Card readers, vendor will supply and pull all necessary cabling and supplies to support installation of HID card readers into the IT closet room 138 and terminate into the new Lenel panels. At every location for the card readers shall also have a camera installed at a position that shows the card swipers face and card reader in same frame. Security Alarm system, vendor will supply, pull all necessary cabling, and supplies to support installation of Lenel security system that includes a glass break sensor X (36) for every window.
