City of Upland is seeking to enter into a professional service agreement with a qualified consultant with solid expertise to provide a proposal for a FY 2023/24 Citywide Traffic Signal System Assessment & Master Plan that will provide an inventory of the Citys existing traffic signal equipment, establish traffic signal equipment standards, prepare a capital improvement program to upgrade traffic signal equipment to the new standards, identify corresponding strategies in prioritizing and funding the upgrades, and update traffic signal timing sheets to meet MUTCD requirements, and recommend procedures in traffic signal timing changes and associated record keeping. In addition, the City will, as optional items, look forward to establishing a strategy for preparation of an ITS Master Plan consistent with future traffic signal operations for a smart city.
