Renovation of a water / sewer project in Miami, Florida. Conceptual plans call for the renovation of a water / sewer project.

The County Mayor, Miami-Dade County (County), pursuant to Section 287.055, Florida Statutes, 2-8.1 and 2-10.4 of the Miami-Dade County Code, Administrative Order 3-39, and the Consent Decree and Capital Improvement Programs Acceleration Ordinance Section 2-8.2.12 of the County Code, announces that the Miami-Dade Water and Sewer Department (WASD) requires three (3) qualified consultants to provide engineering design services for proposed upgrades to Maimi-Dade County's wastewater treatment plants and appurtenant facilities. The scope of work consists of engineering design services including but not limited to: planning, design, engineering services during construction and construction support, condition assessment, and renewal and replace-ments within the three existing wastewater treatment plants (listed below) and their appurtenant facilities. Projects may include plant upgrades and expansion and may include renewal and replacement of existing facilities. Engineering services during the design phase may include performing preliminary site investigations; surveying; hydraulic and process modeling and analysis; coordinating with other utilities; preparing design reports; preparing drawings; and preparing contract specifications for structural, mechanical, electrical and instrumentation projects. Services during the permitting and procurement phases may include obtaining dry-run permits and participating in obtaining final environmental and building permits. Construction support services are required to provide technical support during construction, including site inspections and attendance at meetings, reviewing of shop drawings, processing payment requisitions, responding to information requests, reviewing claims and potential change orders, reviewing contract schedules and schedules of values; and reviewing as-built drawings. Project coordination services are anticipated to include establishing a plan to implement projects; establishing and tracking project schedules, budgets and deadlines; preparing status reports; and attending meetings as requested. Preferred Experience and Qualifications: A Prime Consultant submitting a proposal should be experienced in all phases of wastewater engineering, including design, permitting, construction, and operation and maintenance of wastewater treatment and disposal systems. The Prime Consultant should also have experience with design and commissioning of wastewater treatment plant upgrades of similar scope and complexity, including experience in high purity oxygen activated sludge plants with a capacity of fifty (50) million gallons per day or greater. The Prime Consultant should provide a list of members of the proposed Design Team, identifying the overall Design Manager(s), and the team leaders for key design specialties (process-liquid stream treatment, process-biosolids treatment, civil, structural, mechanical, electrical and instrumentation) and the specific role each one of them will perform. The Prime Consultant should have successfully designed and constructed (1) new or upgraded major wastewater treatment plant of similar size and scope as in this solicitation completed in the last seven (7) years, that is currently in operation and in which the Prime Consultant was the designer. For projects where the Prime Consultant has served as the Engineer of Record, the consultant shall provide the contact information for a Utility Executive with the utility they served as the design consultant/Engineer of Record who can confirm their role. The descriptions shall include the client (i.e., municipality or agency), key project staff, the project name, a summary of the work performed, the contract amount, the schedule (to include start and completion dates), the specific role of the Prime firm, the achievements (e.g., projects delivered on schedule, dollars saved, innovative designs implemented, new technology utilized), and a client reference and contact information. All work with WASD of a similar nature should likewise be described to assure familiarity with WASD's system. The Subconsultants should have one (1) project that is relevant to this scope of work specific to their proposed responsibilities. The descriptions shall include the client (i.e., municipality or agency), key project staff, a summary of the work performed, the contract amount, the schedule (to include start and completion dates), the specific role of the Subconsultant firm, the project's achievements, and client reference and contact information. All work with WASD of a similar nature should likewise be described to assure familiarity with WASD's system.
