A general summary of the types of services and assistance that is needed is as follows: o Project management for evaluation, programming, design and construction of capital improvement projects. o Provide oversight of consultant requests for proposals and/or construction services including the advertising and bid processes for projects; evaluation of proposals and recommendation for award; negotiation and administration of contracts for construction projects. o Participate in initiating of capital improvement projects and programs, including defining project scope, determining project budget, and locating financial resources. o Preparation of plans, specifications and estimates for various public works projects, including but not limited to: storm damage repairs to roads, bridges and flood structures, bridge preventative maintenance and scour prevention projects, drainage control structure and levee repair projects. o Manage projects that are Federal, State or locally funded following required policies, including the Caltrans Local Procedures Manual. o Review and comment on planning and land development proposals. o Provide utility interface as necessary with PG&E, cable, and other utility companies. o Provide oversight and training/mentoring to junior staff within the E&I Division. o Assist staff in the interaction with Caltrans Local Assistance to ensure adherence to Caltrans Local Assistance policies and processes. o Assist staff with requests for speed zones, stop signs, and other traffic engineeringrelated studies.
