The City of Tracy ("City") is soliciting proposals from qualified consultants to conduct a comprehensive rate and revenue study for the City's water system. The purpose of the study is to establish a rate revenue needed to ensure ongoing and future fiscal requirements of the utility and make recommendations for the city's rate and revenue collection methodology. The study will analyze a 20-year period with a five-year Proposition 218 rate adjustment schedule implementation. If the Proposer is in doubt as to the meaning of any part of the RFP or finds discrepancies in or omissions from the RFP, the Proposer shall submit to the CITY a written request for an interpretation or clarification prior to the time for opening the proposals. All such requests will be emailed by robin.kloepfer@cityoftracy.org by 3:00 p.m. on September 21, 2023.
