The Albuquerque Bernalillo County Water Utility Authority Purchasing Office is seeking sealed electronic proposals for the following goods and/or services by the designated times and dates.- The Albuquerque Bernalillo County Water Utility Authority (Water Authority) provides water and wastewater service to approximately 590,000 people in the Greater Albuquerque Metropolitan Area. The Water Authority implemented PeopleSoft in 2005 and upgraded to Oracle Customer Care & Billing (CC&B) version 2.2 in 2009 and CC&B version 2.6 in 2018. CC&B is the Customer Information System that supports meter to cash processes for approximately 210,000 premises. The Water Authority is seeking to enter into a professional/technical services agreement with a qualified vendor to assist with the upgrade of CC&B version 2.6 to the most current and stable version of the application that will be available at the start of the project. The project will be broken up into two phases: Phase 1 being focused primarily on the technical upgrade and functional enhancements. Phase II will focus on potential cloud hosting solution. The successful Offeror shall provide the services required for a successful CC&B implementation and post implementation support services. The Water Authority will select a single point of responsibility for implementation services. If the Offeror intends to use sub-contractors for any portion of the work, the proposal must clearly detail the work to be performed by the Offeror versus the work to be performed by subcontractors. Specific requirements are set forth in this RFP. The Water Authority shall evaluate each Offeror's prior experience, staffing, implementation methodology, and cost as the scoring criteria.
