In July 2022, the City of St. Louis suffered a devastating flood. In response, U.S. Department of Housing and Urban Development (HUD) has awarded the city $25,834,000 in Community Development Block Grant Disaster Recovery Funds. The City has limited experience administering such funds, and is seeking qualified respondents to provide administrative services, including Action Plan drafting services, development of policies and procedures, and, potentially, long term program management. CDA requests proposals for services of providing Grant Coordination and Management and Project Management Services for all activities related to the CDBG-DR and any allocations provided to CDA. All responses to this RFP must include at least one (1) original of the proposal with original signatures. (1) Each set should include all components requested, including copies of any attachments. (2) Proposal materials as noted below shall be submitted in a sealed envelope that shall plainly indicate on it the title of the proposal and the date for receiving. Questions: To ensure fair consideration for all applicants, CDA prohibits communication to or with any department director, manager, or employee during the submission process with the exception of those questions relative to the interpretation of specifications or the proposal process. No interpretations of the meaning of the RFP documents will be made to any applicant orally. Every request for such interpretation shall be submitted in writing to CDA no later than noon August 21, 2023. The Community Development Administration reserves the right to reject any and all proposals submitted; to select one or more applicants; to void this RFP and the review process and/or terminate negotiations at any time; to select separate applicants for various components of the scope of services; to select final team members from among the proposals received in response to this RFP. Applicant must agree to comply with the Mayor's Executive Order No. 59 and Ordinance No. 70767 and any superseding Executive Orders relating to utilization of minority and women-owned businesses (MBE's/WBE's), as set forth in Attachment C, in any subcontracting that may occur. Executive Order No.59 requires contractors and consultants to seek, through good-faith efforts, the involvement of MBE's and WBE's with a goal of participation of least 21% African American-owned business enterprise, 2% Hispanic-owned business enterprise, 0.5% Asian-owned business enterprise, 0.5% Native American-owned business enterprise and 11% Women-owned business enterprise, respectively, for the project. Applicant must agree that the City reserves the right to reject any or all proposals; to select one or more applicants; to reconstitute consulting teams, to void this RFP and the review process and/or terminate negotiations at any time; to revise any conditions and stipulations contained herein, as convenient or necessary; to further negotiate fees, rates and financial arrangements, etc.; to establish further criteria for selection; to ask applicants to submit additional information or evidence of their qualifications and experience; to waive informalities in the proposals and in the proposal process; to negotiate with selected applicants in any manner and with respect to any proposal element whatsoever, including composition of applicant's team; and to reject any and/or all proposals for any reason, in its sole discretion. In addition, this RFP does not commit the City to defray costs incurred in the preparation of a response to this request, or to procure or contract for services. The method of Contractor Selection has not been Determined at this time.
