Site work for a playground / park / athletic field in Mesa, Arizona. Completed plans call for site work for a playground / park / athletic field.
This project is federally funded through Community Development Block Grant (CDBG) funds. Federal labor standards, Davis-Bacon prevailing wages, and Equal Employment Opportunity regulations apply of the Housing and Urban Development Act of 1968 for Employment and Contracting Opportunities. Small, minority and/ or women owned businesses are encouraged to submit bids. Replace the existing playground equipment with new 2-5 and 5-12 structures with static play equipment (jungle gym, monkey bars, slides, climbing equipment) and swing sets; update ADA parking and access to the playground; add an exercise area in the playground; upgrade lighting adjacent and in the playground; replace the sand play pit with engineered wood fiber and add 2 shade structures, (1) hip roof shade canopy; powder coat steel frame, and HDPE UV shade fabric covering and (1) doble hip roof shade canopy; powder coat steel frame, and HDPE UV shade fabric covering. All equipment is going to be fixed and will not be movable. Other ADA upgrades will occur at the park's restroom, including insulating pipes below lavatory to protect against contact, update flush control handles to ADA requirements, and reposition flush control handles. When required by Federal program legislation, all prime construction contracts in excess of $2,000 awarded by non-Federal entities must include a provision for compliance with the Davis-Bacon Act (40 U.S.C. 3141-3144, and 3146-3148) as supplemented by Department of Labor regulations (29 CFR Part 5, "Labor Standards Provisions Applicable to Contracts Covering Federally Financed and Assisted Construction"). In accordance with the statute, contractors must be required to pay wages to laborers and mechanics at a rate not less than the prevailing wages specified in a wage determination made by the Secretary of Labor. In addition, contractors must be required to pay wages not less than once a week. The right is hereby reserved to accept or reject any or all bids or parts thereto, to waive any informalities in any proposal and reject the bids of any persons who have been delinquent or unfaithful to any contract with the City of Mesa. City reserves the right, in its sole discretion, to require higher limits of liability coverage if, in City's opinion, operations by or on behalf of Contractor/Design Professional create higher than normal hazards and, to require Contractor/Design Professional to name additional parties in interest to be Additional Insureds. Bids must be submitted on the Proposal Form provided and be accompanied by the Bid Bond for not less than ten percent (10%) of the total bid, payable to the City of Mesa, Arizona, or a certified or cashier's check. PERSONAL OR INDIVIDUAL SURETY BONDS ARE NOT ACCEPTABLE. The successful bidder, simultaneously with the execution of the Contract, will be required to furnish a Payment Bond in the amount equal to one hundred percent (100%) of the Contract Price, a Performance Bond in an amount equal to one hundred percent (100%) of the Contract Price, and the most recent ACORD(R) Certificate of Liability Insurance form with additional insured endorsements
