The Carlsbad Municipal Water District (CMWD) is requesting sealed qualifications and proposals from qualified firms interested in providing engineering design and environmental services for the Adams Street Limited Access and Fire Flow Improvement Project. CMWD's 2019 Asset Management Master Plan (AMMP) and Potable Water Master Plan Update have identified the need to address future fire flow conditions and pipe segments that have exceeded their useful service life on Adams Street along the north shore of the inner Agua Hedionda Lagoon. The proposed improvements to the distribution system in this area include pipe replacement and upsizing, in-place pipe rehabilitation, pressure zone modification, fire flow improvements, system redundancy modifications, and a new pressure reducing/sustaining vault. The most qualified consulting firm, as determined by a selection committee comprised of city and CMWD staff, will be awarded a professional services contract for the Project through completion. The requested services shall include engineering design and technical studies, preparation of construction bid documents, CEQA and permitting services, support for ROW acquisition assistance and engineering services through construction.
