Renovation of a water / sewer project in Marlborough, Massachusetts. Completed plans call for the renovation of a water / sewer project.
The City of Marlborough, the Awarding Authority, seeks bids from contractors for the Broadmeadow Street Sewer Pump Station Upgrades in Marlborough, Massachusetts, CONTRACT NO. ED 2023-07 for the Department of Public Works-Engineering Division in accordance with the documents prepared by Weston & Sampson Engineers, Inc. The project consists of excavation, dewatering, handling of existing wastewater flows and bypass pumping, removal, proper disposal, and abandonment of existing can type pump station and wet well, installation of new precast concrete wet well and valve vault, installation of new permanent force main bypass system, replacement of flooded suction pumps with new duplex submersible pumps, installation of new submersible level transducer and digital controller with emergency back-up high level alarm float, install Mission alarm notification system, removal and replacement of existing control panel with a new control panel, removal and proper disposal of existing fence and installation of new fence, connection to an existing water main, installation of a new yard hydrant, installation of a new sewage grinder manhole, rehabilitation of an existing sewer manhole, removal of existing liquid propane generator and installation of a new liquid propane generator, abandonment of an existing force main, furnishing and installation of a new force main, installation of new underground electrical conduits, paving, environmental controls, loaming and seeding, and all other items required to provide a completed operational sewer pump station as shown and specified in the Broadmeadow Sewer Pump Station Upgrades contract documents, including all labor, material and equipment necessary to complete the Work. The estimated base bid project cost is approximately $2,000,000.00. This project is funded by the American Rescue Plan Act (ARPA). Massachusetts awarding authorities are required to incorporate participation goals for minority-owned business enterprises (MBEs) and women-owned business enterprises (WBEs) into capital construction projects. In addition, M.G.L. c. 149, 44A(2)(G), requires that all contracts by a state agency or state-assisted contracts for design, construction, reconstruction, installation, demolition, maintenance, or repair must contain workforce participation goals for minorities and women. Workforce participation goals refer to the makeup of the contractors' workforce rather than the ownership of the business entity. The current goals are 6.9% for women and 15.3% for minorities. All bids for this project are subject to the provisions and minimum wage rates required by M.G.L. c.30, 39M as amended, and M.G.L. c.149, 26 to 27H, inclusive, or by the federal Davis-Bacon wage rates (as applicable), whichever hourly rate is higher. The successful bidder will be required to comply with the provisions of Chapter 306 of the Acts of 2004 regarding required OSHA approved safety & Health Training. Questions concerning the bid specifications must be submitting in writing via email to Attn: Mark Dascoli at mdascoli@marlborough-ma.gov no later than 3 business days prior to the scheduled bid opening. All questions and answers shall be distributed as an addendum to all on record as having received the bid documents. Bids shall be accompanied by a bid deposit of not less than five (5%) percent of the value of the bid in accordance with M.G.L. c. 30, 39 M (a), and made payable to the City of Marlborough, the Awarding Authority. The Bid Security in the form of a Bid Bond shall be: a)with a surety company qualified to do business in the Commonwealth of Massachusetts and satisfactory to Owner; b)conditional upon the faithful performance by the principal of the agreements contained in the Bid; and c)submitted with your E-Bid online. A Bid Security in the form of cash, or a certified check, treasurer's, or cashier's check issued by a responsible bank or trust company and made payable to the Owner must be submitted with a completed Cash Bid Bond Affidavit form and received by the Owner before the time of bidding. In addition, the Bidder must also submit a completed Cash Bid Bond Affidavit form with their E-Bid. In accordance with the provisions of applicable statutes, laws, rules, regulations, and ordinances, the City of Marlborough does not discriminate in employment or the provision of services and all qualified contractors will receive consideration without regard to race, age, color, religious creed, gender, handicap, sexual orientation, veteran's status or national origin. The City reserves the right to cancel this procurement process or reject in whole or in part any and all bids, if the city determines that cancellation or rejection serves the best interests of the public to do so.
