Renovation of a mixed-use development in Denver, Colorado. Working plans call for the renovation of a 69,552-square-foot educational facility.

The owner has selected a Construction Manager. Community College of Denver (CCD) invites proposals from qualified Construction Manager/General Contractor (CM/GC) firms for services associated with the state funded Boulder Creek Health Science Renovation, Phase 1 and 2 project. Construction is anticipated to begin in January of 2025 and must be completed no later than December 2026 CCD was approved for $38,685,254 in funding for a full 59,900 SF renovation of Boulder Creek, plus a 9,652 SF addition on the SE side of the building. The Boulder Creek Health Science Renovation will house the following CCD Departments: Dental Hygiene, Health and Wellness, Nursing, Phlebotomy/Medical Assisting, Radiologic Tech, Surgical Tech, and Vet Tech. The targeted construction value is $30,000,000. This project consolidates all of CCD's health programs into a strategically focused Health Science Center. CCD's primary goal is to develop the next generation of medical professionals. This facility will house CCD's growing Health Science programs, with laboratories incorporating the latest technology, providing an improved teaching and learning environment for students and faculty. The new Health Science Renovation will bring together diverse programs currently spread across two campuses, allowing for cross-disciplinary collaboration. The facility will have a simulation hospital, with X-ray rooms and nursing skills labs, that allows collaboration between the different health programs preparing students to be an integral part of a healthcare team and help students inter-professional competencies. This facility will also have a full Dental Hygiene clinic, and a Vet Tech clinic that provides community access to healthcare. There will be a teaching kitchen, a small gym, a student lounge, collaboration spaces, faculty offices and classrooms. Currently, the cannabis lab has been renovated and will be occupied and functional during construction in 3,386 SF of space in the building. In addition to the cannabis lab constraint, CCD must coordinate with the Auraria Higher Education Center (AHEC) on Project B and Project C in Boulder Creek. Project B is a $3M HVAC replacement for the AHUs on the building (the CM/GC for Project B is already selected). Project C is a $1.3M window replacement for Boulder Creek. The selected CM/GC for the Boulder Creek renovation will have the opportunity to bid Project C, but there will be the possibility of having a total of three (3) CM/GCs/contractors that will need to coordinate construction during the Boulder Creek renovation. CCD is using a Construction Manager/General Contractor (CM/GC) approach to project delivery. A Guaranteed Maximum Price (GMP) and an updated project duration schedule will be established by Clark and Enersen (the Architect/Engineer) and the Construction Manager/General Contractor in conjunction with the Community College of Denver and CBRE, the Owner's Representative. The CM/GC will evaluate, among other things, availability of materials and labor, project schedule, project costs as they relate to the established budget, constructability, and will work closely with the Architect/Engineer and CCD throughout the planning, design and construction phases of the project. Construction is estimated to commence in January 2025. The process to be used in the selection of the CM/GC is comprised of two steps. STEP I is the Submittal of Prequalification as described in Section II (D). STEP II is the Interview/Cost Proposal as described in detail in Section III. A Jury Panel of individuals who will be involved in the project and/or understand the required services associated with Construction Management/General Contracting will evaluate responses to this RFP for both STEPS. Upon completion of the evaluation of the Submittals of Prequalification, a limited number of firms will be invited to interviews. Sealed Cost Proposals will be required only from those firms who are interviewed and are to be submitted as indicated in this RFP. Both qualifications and cost will be considered in the final ranking of firms with qualifications given 70% of the value of the weighted criteria and fees for the Cost Proposal given 30%.
