**As of September 20 2023, bid has not been accepted and it will be rebid. This project is funded by the Federal Transit Administration (FTA) and in cooperation with the Michigan Department of Transportation (MDOT). The project is subject to prevailing wage rates as attached in compliance with the Davis-Bacon Act, which a certified payroll must be submitted weekly. The Federal requirement for this project is Construction Less than $150,000 and are attached. A signed copy of page 1 of the federal requirements must be submitted with the bid. A signed copy of the attached Certification of Compliance with Federal Contract Clauses must also be submitted with the bid. The City of Big Rapids reserves the right to not accept solicitations, postpone or extend the solicitation due date, cancel any award, or re-solicit based on the protest received. The City of Big Rapids Clerk or his/her designee will review the written protest and provide a written decision to the protestor within ten (10) business days of receiving the protest. The protester must qualify as an "interested party" in the procurement. An "interested party" is an actual or prospective bidder or offeror whose direct economic interest would be affected by the award or failure to award the procurement at issue. The written protest must identify the protesting party, clearly define the decision or process being protested and the reason(s) for the protest, and the relief desired of the City of Big Rapids' procurement award.e publicly opened and read aloud.
