Any interpretation of the proposed documents will be made only by an addendum duly issued and a copy of such addendum will be posted within PennBid's "Documents" tab. Bidders will be notified via email. This project is for the superstructure replacement of Quarry Road (T-774) over Meetinghouse Creek in Bart Township, Lancaster County The project scope of work includes, but is not necessarily limited to, the following items: 1. Erosion and sediment pollution controls 2. Removal of portion of existing bridge 3. Replacement of bridge superstructure 4. Repair of deteriorated concrete All work and project requirements shall be in conformance with the Pennsylvania Department of Transportation Publication 408/2020 Change 6. Each proposal must be accompanied by a copy of a certified check or bid bond payable to "Bart Township Supervisors", in an amount not less than Ten percent (10%) of the bid total. Only bonds from companies licensed to do business in the State where the Owner is located will be accepted and the bond shall so state same. Performance financial security and payment financial security, each in an amount equal to 100% of the contract price in form set forth in the bidding documents, and evidence of all required insurance as set forth in the bidding documents, must be furnished by the successful Bidder at the time set forth in the bidding documents. In the event that the successful Bidder proposes to furnish a lending institution letter of credit or a restrictive lending institution escrow account as performance and payment financial security rather than performance and payment surety bonds, the form and content of such alternative financial security must be in compliance with Pennsylvania law, fully protect the public and be approved by the Sponsor's solicitor. A noncollusion affidavit is required. Notice is given that the project for which Bids are being solicited hereby is a project constituting public works and is subject to applicable provisions of the Pennsylvania Prevailing Wage Act, the Act of August 15, 1961, P.L. 987, as amended and supplemented, and appropriate prevailing minimum wage rates as promulgated under the provisions of said Act must be paid by contractors in connection with performance of the necessary work. Bids must be submitted unconditionally. No bidder may withdraw bid within 60 days after the scheduled closing time for receipt of bids. The contractor must familiarize themselves with the site prior to submitting a bid. Bart Township reserves the right to reject any or all bids and to waive any defects or irregularities in the best interest of the Sponsor. If a bid proposal contains missing information, Bart Township reserves the right to request additional information be submitted prior to award. All work shall be in conformance with the Pennsylvania Department of Transportation Specifications Publication 408, dated 2020 change 6, and the Contract Specifications. Pre-qualification of bidders, as specified in Section 102.01 of Publication 408, is required on this project.
