The Washington County Service Authority (WCSA) is seeking Statements of Qualifications from licensed professional engineering firms to provide professional services to accomplish and deliver the following projects and services in these areas: 1. General Engineering Services a. Master Contract(s) b. From time to time, WCSA has a need for engineering services for smaller projects. These may range from a simple hydraulic calculation on a portion of the existing water or sewer system to a study of water or sewer needs in a large portion of our service area. For this reason, WCSA is seeking one or more firms to provide a range of engineering services for water or sewer services as the needs arise. Interested firms should identify the type, quality, and level of services they wish to offer WCSA with regard to water, sewer, or both. Above work may include, but not be limited to various reviews, investigations, studies, reports, plans, specifications, bidding documents funding and necessary agency approvals. Service may be extended to include funding, design and construction phase services. Additional information concerning the expectations and goals for the project are included in the Request for Statements of Qualifications (RFSOQ) for Professional Services. Statements of Qualifications will be evaluated based on the criteria included in the RFSOQ. The evaluation criteria and selection process are set forth in detail in the RFSOQ. Offerors will be ranked by the committee and negotiations will begin with the top ranked offerors in accordance with the Virginia Procurement Act. WCSA reserves the right to award Engineering Service Contracts to the Engineer(s) most qualified to perform the work to any, all, or no combination of Offerors for the above services. This request is extended without regard to race, color, religion, sex, national origin, marital status, age, or physical or mental handicap. Offerors shall comply with the following: Presidential Executive Order No. 11246 prohibiting discrimination in employment regarding race, color, creed, sex, or national origin; Presidential Executive Orders Nos. 12138 and 11625 regarding utilization of MBE/WBE firms; and the Civil Rights Act of 1964. Offerors must also certify in writing that they do not or will not maintain or provide for their employees any facilities that are segregated on the basis of race, color, creed, or national origin. By submitting a proposal, the offeror certifies that it does not and will not during the performance of a professional services contract(s) violate the provisions of the Federal Immigration and Reform Act of 1986, which prohibits the employment of illegal aliens. The Authority reserves the right to reject any and/or all proposals. The method of Contractor Selection has not been Determined at this time.
