This Request for Qualifications is part one of a two-part process and is an invitation to qualified and experienced professional parks planning consultants to assist the City of Euless Parks and Community Services in the completion of a Parks, Recreation, and Open Space Master Plan. Ector Drive (City Hall) Building D mlowry@eulesstx.gov (817)685-1447 The purpose of this project is to develop a Parks, Recreation, and Open Space Master Plan for the City of Euless, Texas. Euless's population is approximately 63,000 citizens within a 16 square mile municipal boundary. The Citys official tagline is "We're Simply FabEuless", and represents a philosophy of innovation and quality services. This philosophy has resulted in the creation of a welcoming and neighborly atmosphere with family friendly amenities including a Recreation / Senior center, over 600 acres of parkland, hike and bike trails, the award-winning Texas Star sports complex including the Texas Star Golf Course, the Parks at Texas Star baseball / softball complexes, and the Children's Health Star Center. City owned or maintained parks total 350 acres, and the comprehensive master plan will evaluate all of the amenities managed by the Department, including but not limited to: 16 park sites 8 linear miles of recreation trail 3 ponds 1 Recreation Center 1 Senior Center 1 Natatorium 1 outdoor Water Park 1 off leash dog park 1 Amphitheater Landscaped right of ways / gateways Potential new location for the Park Administration Offices The completed product of this project will be the adoption of a community supported master plan that provides guidance for future expansion, development, renovation for park sites and recreation facilities to meet citizen needs for leisure services. The Parks, Recreation, and Open Space Master Plan will guide policy development, prioritize demands and opportunities and finalize a capital improvement plan for the next 7 to 10 years. The Parks, Recreation, and Open Space Master Plan will become an element of the current City of Euless Comprehensive Plan and will require approval from the City's Parks Advisory Board and City Council. This document will expand upon the most recent Comprehensive Parks Master Plans that were adopted in 2007, 2014 and 2021, and guided the Department through a multi-million-dollar capital improvement program of land acquisition, park renovation and expansion of facilities. The selected consultant will provide the City with professional planning services resulting in a dynamic and innovative Parks, Recreation, and Open Space Master Plan. The document will include, but is not limited to, the following elements: Purpose Methodology Park System Inventory Current and Projected Population Characteristics and Demographics Public Input and Needs Assessment Standards Analysis Recommendations/Priorities for Master Plan Executive Summary Any geographic data collected and developed must be compatible with the City of Eulesss GIS system. The City anticipates the selection of the consultant by October 2023 and the completion of all related work within 6-12 months from the kick-off meeting date. The method of Contractor Selection has not been Determined at this time.
