Renovation of an elderly care / assisted living facility in Buffalo, New York. Working plans call for the renovation of a elderly care / assisted living facility.
The Office of General Services, Design and Construction (OGS D&C) is seeking proposals to enter into a contract to provide construction management services as outlined in the scope of services. OGS D&C intends to award one (1) contract with an initial value approximately $2,000,000 for the duration of three (3) years with two (2) one-year optional renewals. The State will utilize a "Best Value" selection process to ensure optimum quality, cost, and efficiency among responsive and responsible firms. For purposes of this Request for Proposals (RFP), the term "Owner" refers to OGS D&C. The Construction Manager (CM) shall act as an adviser to OGS D&C during the design phase of the project, and as the partner of OGS D&C in a collaborative relationship with OGS D&C staff during the construction phase to organize, inspect and direct the timely completion of the project and assure compliance with the contract documents. The project will be awarded as four (4) prime contracts: construction, heating, plumbing, and electrical. The CM will be required to coordinate the work of all four trades and manage the individual contracts throughout the project. Services will include, but not be limited to design/constructability review, field check, cost projections and review, value engineering, bid package review, Critical Path Method (CPM) scheduling, claims analysis and construction management services including project safety inspections, and administrative duties. The CM will also provide staffing on the project to assist D&C personnel in organizing and directing the completion of the project to achieve occupancy on or before the specified date. The Buffalo Psychiatric Center, located at 400 Forest Avenue in Buffalo, New York, is undergoing renovations at Building 62. Originally completed in 1870, the Buffalo Psychiatric Center, is a part of the Richardson Olmsted Campus and was designated a National Historic Landmark in 1986. To determine the extent of work and associated basis of design, Dwyer Architectural, LLC was retained by NYSOGS to update and reconfigure the existing floors in the facility to follow OMH adult design guidelines and to the current edition of the Patient Safety Standards where possible under Project 46103. As a result, the Program Report dated June 30, 2021, was completed. Dwyer Architectural has continued to work on the Interim Submission, resulting in the Design Development Summary dated August 25, 2023. This Summary is included as a part of the procurement documents. The work of the project includes complete renovations of floors 5, 6, and 7. Work may include abatement; alterations to existing living spaces to renovate up to six (6) adult living units and three (3) dining rooms, including, but not limited to activity rooms, nurses station core areas and bathrooms; replacement of floor, wall, and ceiling finishes; casework, electrical, plumbing, fire protection fixtures, and doors and hardware as may be required for code compliance.
