The Construction Manager, Holland Construction Services, on behalf of Edwardsville CUSD #7 willreceive sealed bids for the Midway Elementary - Site & Drainage Improvements project. No immediate decision shall be rendered concerning the bids submitted. After the bids have been tabulated and evaluated, they will be presented to Edwardsville CUSD #7 for approval. All bids shall be submitted in a sealed envelope with the name and address of the bidder and marked Midway Elementary - Site & Drainage Improvements including appropriate bid package(s) number. Bids received after the stated deadline will not be accepted and will be returned unopened. Faxed bid proposals will not be accepted Bids will be based on one bid package. See specific Scope of Work for specification inclusion and responsibility. Generally, the work will be described as the package listed below Bid Package No. 31 - Site Clearing, Demolition, Earthwork, Soil Stabilization & Erosion Control, & Storm Sewer This contract calls for the construction of a public work, within the meaning of the Illinois Prevailing Wage Act, 820 ILCS 130/.01 et seq. The Prevailing Wage Act requires contractors and subcontractors to pay laborers, workers and mechanics performing services on public works projects no less than the current prevailing rate of wages(hourly cash wages plus amount for fringe benefits) in the county where the work is performed. A Bid Bond or Certified Check made payable to Edwardsville CUSD #7, in the amount of 5% of the Base Bid shall accompany the Bid as a guarantee that the bidder, if awarded the contract, will execute the contract, and proceed with the work. Upon entering into a contract, the Bid Bond or check will be returned to the Bidder. Bidders are required to complete the bid form provided. Sealed bids must include the bid security and the bid form. The Owner/CM reserves the right to reject any or all bids, to waive any informality or to accept any bid which in the judgement of the Owner/CM may be most advantageous to them. Bids may be withdrawn prior to, but not later than the time of bid opening. No Bids may be withdrawn after the opening of bids, without the consent of the Owner/CM, for a period of Sixty (60) days thereafter. Submit offer on the Bid Form provided and bound herein. The Board of Education, Edwardsville CUSD #7, reserves the right to accept or reject any or all bids, and to waive any informality in the bidding process. Should a bidder find discrepancies, ambiguities, and/or omissions for the Contract Documents, or be in doubt of their meaning, bidder shall at once, and in any event no later than September 15th, 2023 at 5:00 pm central time, notify the Owner/CM by completing the Request for Clarification form who will include a written response to all bidders via addendum. Bidders may be requested to submit a confidential financial statement and/or qualifications statement for review by the Owner and Architect, and attend an interview with the Owner, Architect, Construction Manager prior to contract award. Interviews shall be attended by Bidder and requested prime Subbidders, upon schedule notification by the Architect.
