Site work and paving for a road / highway in Gloucester Township, New Jersey. Completed plans call for site work for a road / highway; and for paving for a road / highway.

In general, this work will consist of the resurfacing and various roadway improvements, located at White Birch Road between White Birch Ct. and Birch Grove Ln. in the Township of Washington, Gloucester County, New Jersey. The work of this project consists of the following: 1. The roadway resurfacing will consist of milling the entire roadway width to a depth of 2" and overlaying the entire roadways width with 2" thick Hot Mix Asphalt 9.5M64 Surface Course. 2. All required pavement base repairs will consist of a roadway excavation of the existing material, the installation of 4" thick DGA Base Course, and 3" thick HMA 19M64 Base Course, to match the elevation of the milled surface. 3. Installation of ADA compliant curb ramps as indicated on the plans. 4. Removal and replacement of Concrete Sidewalk, 4", Concrete Driveway, 6", Thick, and 9" x 18" where indicated on the plans and as directed by the engineer. 5. Removal and replacement of traffic striping and markings as indicated on the plans. 6. Resetting of a manhole using the existing casting as indicated on the plans. 7. Separate payment shall not be made for saw cutting; however, the cost shall be included in various bid items. 8. Borrow topsoil, fertilizer, seed and straw mulching will be placed at all disturbed areas. Areas that are affected by the proposed work will be regraded. 9. If any existing mailboxes, signs, etc. conflict with proposed construction and require resetting for the installation of a proposed item, all costs for the resetting of the various obstructions shall be included in the various items of the proposal. 10. Tree trimming, if necessary, to operate required machinery. Separate payment for tree trimming will not be made however, all costs associated shall be included in the various items of the proposal. 11. Installation and maintenance of a CDBG project sign. No separate payment will be made for the project sign. All costs shall be included in the various items of the proposal. 12. Contractor shall begin pavement of roadway in Fall 2023. The contractor is advised that paving is to be completed during temperatures for asphalt paving, if temperatures are not appropriate for placement of the HMA, asphalt paving is to proceed during Spring 2024. We anticipate a notice to proceed to be issued on/about October 2023. Upon confirmation with the engineer and owner, construction of concrete work shall be completed during the fall/winter months. The contractor shall anticipate winter conditions during the construction SCOPE-2 period and shall include the costs for the protection of work within the various items of the proposal; no separate payment will be made. Contractor shall comply with all requirements set forth by ACI 306 and Section 504.03.02.C.1 of the NJDOT Standard specifications for cold weather concreting. The Township of Washington reserves the right to consider the bids for sixty (60) days after the receipt thereof, and further reserves the right to reject any or all bids, either in whole or in part and also to waive any informality in any and make such awards or take action as may be in the best interest of the Township of Washington, in accordance with applicable law. Bids must be on the bid form prepared by Remington and Vernick Engineers, in the manner designated therein and required by the specifications, must be enclosed in sealed envelopes bearing the name and address of the bidder on the outside and also bearing on the outside reference to the particular work bid upon. Said bids shall be addressed to Christine Ciallella, Township of Washington, P.O. Box 1106, Turnersville, New Jersey 08012-0876. The award of the contract shall be made subject to the necessary moneys to do the work being provided by the Township of Washington in a lawful manner. The contract to be executed by the successful bidder will provide that it shall not become effective until the necessary moneys to do the work have been provided by the Township of Washington in a lawful manner. The award shall further be subjected to the securing of necessary State, Federal or Local permits governing the work. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq., N.J.A.C. 17:27 (Affirmative Action), N.J.S.A. 34:11-56.25 et seq.(New Jersey Prevailing Wage Act), and Americans with Disabilities Act of 1990 (42 U.S.C. S12101, et seq.). This project is subject to the CDBG Guidelines as outlined in the specification. 1) This project is financed through the Community Development Block Grant program with funds obtained from the U.S. Department of Housing and Urban Development. 2) Equal Opportunity/Affirmative Action: Owner is an equal opportunity and affirmative action employer. Minority-owned and women-owned businesses are encouraged to submit bids. 3) Davis Bacon Works Requirements: This project is subject to meet Federal Labor Standards Provisions Davis Bacon wage laws as explained in HUD form 4010. All work performed on the project will be subject to the approved wage determination rates in bid documents. 4) Section 3 Preference: The work to be performed under this contract is subject to the requirements of section 3 of the Housing and Urban Development Act of 1968, 12 U.S.C. 1701 U (section 3). The purpose of section 3 is to ensure that employment and other economic opportunities generated by HUD assistance shall to the greatest extent feasible, be directed to low-and very low income persons. Section 3 businesses are encouraged to submit bid proposals. Agencies are encouraged to submit bid documents to locations which will best reach potential bidders including minority-owned and women-owned businesses. The contractor is further notified that he must comply with N.J.S.A. 52:25-24.2 and submit a Disclosure Statement listing stockholders with his bid. The contractor is further notified that he must comply with N.J.S.A. 34:11-56.48 et seq. Public Works Contractor Registration Act and he and any subcontractors must be registered in accordance with the act. The contractor is also further notified that he must comply with N.J.S.A. 52:32-44 and submit proof of business registration and submit proof of business registration for any named subcontractors in accordance with the act.
