The City of Attleboro Water and Wastewater Departments (City) are seeking proposals for assistance in reviewing and establishing updated water and wastewater rates for the upcoming 5-year period (FY25 to FY29). The overall goal is to establish rates and charges for water and wastewater service that will make the City’s Water and Wastewater enterprise funds self-sufficient and stable. Proposers shall submit, in separate sealed envelopes: (i) six (6) copies each of their Technical Proposal - one (1) signed original, four (4) photocopies, and one (1) in electronic format, and (ii) one (1) Price Proposal. All submittal requirements identified herein, with the exception of price, must be included with the Technical Proposal. All envelopes must be clearly labeled as to their contents, whether Technical or Price Proposal. Please mark envelopes with the Project Title and “RFP W&WW-092523-1100.” It is important that the Price and Technical Proposals are sealed and separate, as proposers that include their Price Proposal in their Technical Proposal may be rejected as nonresponsive. For matters of uniformity, the computer clock located in the Purchasing Office will be the sole determinant of time.
