The Village of Oak Park will receive bids from qualified contractors to install Porous Pave in tree pits during calendar year 2023 The Village is seeking proposals from qualified landscape contractors to remove heaving or tree girdling tree grates, dispose of them, and install Porous Pave to bring the tree pit up to grade with the surrounding hardscape. In some cases, no tree grate is present. Porous Pave shall be installed to bring the pit up to grade of the surrounding hardscape. This will improve tree health and help reduce trip hazards. The Village Board of Trustees reserves the right to accept or reject any and all bids or to waive technicalities, or to accept any item of any bid. Information is available from the Forestry Superintendent, Grant Jones at 708-358-5700 or gjones@oak-park.us. The initial contract term shall be from the date of award to December 31, 2023. The Bidder shall begin performing the services within fourteen (14) days of a notice to proceed from the Forestry Superintendent or his designee. The Village will reject any Bid from any person, firm or corporation that appears to be in default or arrears on any debt, agreement or the payment of any taxes. The Village will reject any Bid from a Contractor that failed to satisfactorily complete work for the Village under any previous agreement Bidder shall only work on weekdays, (Monday through Friday), from 7:30 a.m. to 4:30 p.m. No work will be allowed on weekends or on legal holidays as recognized by the Village of Oak Park, except as authorized by the Director of Public Works. Scope of Work The Village is seeking proposals from qualified landscape contractors to remove heaving or tree girdling tree grates, dispose of them, and install Porous Pave to bring the tree pit up to grade with the surrounding hardscape. Responsibility of Contractor The selected contractor shall furnish all labor, supervision, tools, equipment, materials and supplies, and other means necessary for performing and completing the work, and shall obtain and pay for any required permits. The selected contractor is also responsible for removing any tree grates being replaced and their disposal. Extent of Services The Contractor will provide services at the times required in the detailed specifications and on an as needed basis. The scope of services is limited to those times, locations, and tasks provided by the Forestry Superintendent to the Contractor. Detail Specifications 1. Location of Porous Pave Installation Work The location of the work is known as: PUBLIC RIGHT-OF-WAY within the Village of Oak Park, Illinois, on right-of-way or on property furnished by the owner. All irrigation maintenance work is to be done in accordance with the enclosed specifications. 2. Certified Installer The selected contractor must be a Porous Pave Certified Installer before starting any work. If the selected contractor is not already a Certified Installer when they submit their bid, they are responsible for becoming one before starting work. The selected contractor is responsible for any expense in becoming certified. 3. Tree Grate Removal Porous Pave Remove any tree grate that is present. This should be done carefully to avoid any damage to the tree. Disposal of any tree grates is the responsibility of the contractor. No onsite or Village-owned areas will be designated for tree grate storage areas. Payment for the removal and disposal of tree grates is to be included in your price. 4. Porous Pave Installation Porous Pave XL shall be installed to bring the area up to grade with the surrounding hardscape to reduce any tripping hazard. Porous Pave should be installed to a 2" thick layer. Beneath the 2" Porous Pave layer should be a 2" crushed stone base. Hand excavation is permitted in the tree pit to remove any loose or excess soil. Care should be taken to avoid cutting any roots 1 inch in diameter or larger. If there is not adequate space to install the 2" layer of Porous Pave and 2" layer of crushed stone, the thickness of the layers shall be reduced. First reduce the stone base layer. If that still does not create enough space, reduce the thickness of the Porous Pave XL. Install Porous pave according to manufacturer specifications (see Section XIII). The finished Porous Pave shall be brown in color. Barricades should be installed until the material has cured. The contractor is responsible for removing any barricades within 24 hours of the newly installed Porous Pave being cured.
