The Stormwater Capital Improvement Program is an annual, recurring program to holistically address drainage, flooding and water quality issues that are present throughout the city. This program consists of planning, design, and construction of projects on the Stormwater CIP Drainage Projects Priority List, water quality projects identified in completed Watershed Master Plans and implementing projects to reduce flood damage through the Federal Emergency Management Agency (FEMA) programs (e.g., pre-hazard mitigation). To the extent possible, projects are designed holistically to address local drainage issues, water quality and/or flooding. The current Stormwater CIP backlog consists of almost 250 traditional drainage improvement projects totaling over $200 million based on preliminary design and cost estimates. Several of these projects vary in size and scale and are aimed to reduce flooding in the downtown area. As estimated by the Virginia Department of Environmental Quality, there is another approximately $100 in water quality obligations. Watershed planning work indicates approximately 250 projects with an estimated cost of $140 million. These projects are designed and constructed in priority order as funding becomes available. The project is included in the city`s 2024-2028 Capital Improvement Program (CIP), As of September 27, 2023, projects are in FY2024-2028 *Project information has been obtained through a public capital improvement plan (CIP). A CIP is a financial schedule for short- and long-range projects which is updated regularly. Information listed in the CIP often evolves based on funding availability and the project details, including timeline and value, are subject to change.
