The Anchorage School District is seeking proposals from firms and testing agencies interested in providing Professional Services for Special Inspections. The Special Inspection Services will be performed per the IBC and the most current revision of the "Special Inspection Program Requirements" available from the MOA Department of Public Works, Building Safety division. (IBC Section 1704 - Special Inspections) The District may select up to three (3) firms from the highest ranked proposals for this Term Contract to perform on an "as required" basis, on Anchorage School District projects. a. Selected firm(s) will enter into a term contract with the District. The selected special inspection firm(s) will be responsible for the review and implementation of the Special Inspection Program prepared by the Engineer or Architect of Record and approved by the Authority Having Jurisdiction (AHJ). b. After notification from the District of the need for Services for a specific project, the term contractor(s) will consult with the Project Manager to discuss project requirements. The term contractor(s) will then submit a proposed scope of work with a fee proposal based upon the hourly rates in the contract Fee Proposal, the schedule and an estimated fee upset limit. c. Upon acceptance of the proposal by the Project Manager, the District will issue a purchase order authorizing the term contractor(s) to proceed with the work. Receipt of the purchase order constitutes a notice to proceed. Changes to the scope of work on any project shall be approved by change order to the purchase order for that project. d. Each project will be executed as a purchase order. No work should occur until the purchase order has been authorized by the Anchorage School District to perform required services. Each purchase order will state the scope of work for the project, the schedule of work, and a fee breakdown aligned with contract Fee Proposal. e. Firms will be selected for projects to minimize any conflict of interest with the entity producing the work that is to be inspected. Any offeror in doubt as to the true meaning of any part of this RFP may submit to the District a written request for an interpretation thereof. Questions must be received by the District's Purchasing Department at least seven (7) days prior to the date set for the submission of proposals. If such date falls on a weekend or holiday, the deadline shall be the last business day before the weekend or holiday.
