Site work for a water / sewer project in Santa Maria, California. Completed plans call for site work for a water / sewer project.

**As of November 16, 2023, this project has not yet been awarded. A timeline for award has not yet been established.** The performance of work includes: Construction of STOWELL-BLACK ROAD WATER LINE EXTENSION, Project No. 2023-13, FORMAL BID, in Santa Maria, California, in accordance with plans and specifications. The scope of work includes the installation of approximately 8,000 linear feet of waterline, including all associated valves, hydrants, fittings, and other appurtenances westward on Stowell Road and northward on Black Road to the City of Santa Maria Wastewater Plant. The time allotted for completion of work is 90 working days. At the time of the bid opening, the successful Bidder must be legally entitled to perform contracts requiring a California Class "A" General Contracting License. Any Bidder or contractor not so licensed shall be subject to all penalties imposed by law including, but not limited to, any appropriate disciplinary action by the Contractors' State License Board. All contractor and sub-contractor license(s) must remain in good standing throughout the term of the Contract. The Contractor shall notify the City in writing in the event its license is suspended, expires, or has a change in signatory. The Engineer reserves the right to make decisions on extending the bid period. Bid Bond A true and correct copy of a certified check or cashier's check payable to the order of the City of Santa Maria, or a satisfactory bid bond executed by the Bidder and an acceptable surety in an amount equal to ten percent (10%) of the bid amount shall be uploaded with each bid, as a guarantee that the bidder, if its bid is accepted, will promptly execute the Agreement. The bid bond must be notarized, include the embossed surety seal, and include a Power of Attorney if the signee is not an officer of the surety. The three lowest bidders must also submit the original certified check, cashier's check, or bid bond, which must be received by the City no later than 4 p.m., five (5) calendar days following the Bid Opening Date. In order to ensure that the original certified check, cashier's check, or bid bond is received by the deadline, the City recommends bidders use express mail or personal delivery. If the last day for submission of the original certified check, cashier's check, or bid bond falls on a Saturday, Sunday, or other legal holiday, the period is extended to and includes the next day that is not a weekend or holiday. The original shall be addressed to: City of Santa Maria Public Works Department 110 S. Pine Street, Ste. 101 Santa Maria, CA 93458 Please have the Bidder Name, Contract Title ("Project Title"), and Contract Number ("Project ID") listed clearly on the outside of the envelope. Bidder's failure to submit the certified check, cashier's check, or bid bond in accordance with the terms herein may result in the bid being deemed non-responsive. Further, the amount so posted shall be forfeited to the City if the Bidder does not, within fifteen (15) calendar days after writtennotice that the contract has been awarded to said Bidder, enter into contract with the City for the work. Prevailing Wages In addition, the following conditions apply: No contractor or subcontractor may be listed on a bid proposal for a public works project (submitted on or after March 1, 2015) unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5 [with limited exceptions from this requirement for bid purposes only under Labor Code section 1771.1(a)].No contractor or subcontractor may be awarded a contract for public work on a public works project (awarded on or after April 1, 2015) unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5. This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. Pursuant to Section 1770, and the following, of the California Labor Code, the successful bidder shall pay not less than the prevailing rate of per diem wages as determined by the Director of the California Department of Industrial Relations. A copy of such prevailing rate of per diem wages is on file at the offices of the City Engineer, 110 South Pine Street, Room 221, Santa Maria, California, which copy will be made available for examination at such offices during business hours to any party on request. Pursuant to provisions of Section 22300 of the California Public Contract Code, Contractor may substitute securities for any monies withheld by Owner to ensure performance of the Work. Bid Validity No Bidder may withdraw their bid for a period of ninety (90) days from the Bid Opening Date, which time shall be used by the City for reviewing the bids and investigating the qualifications of Bidders, prior to awarding of the contract. Any bid withdrawal before the expiration of such time period shall result in the forfeiture of Bidder's Bid Bond. In the event of a bid mistake resulting from a clerical error made by the Bidder, withdrawal of such bid without forfeiture of the Bid Bond may only be allowed if the criteria set forth in California Public Contracts Code Sec. 5103 are met and the procedures set forth therein are followed; any such approval by City of bidders request to withdraw bid shall be at the sole discretion of the City. Bid Rejection The City reserves the right to reject any or all bids as the best interests of the City may dictate and, to the extent permitted by law, waive any irregularity in any bid. If there is any reason for believing that collusion exists among the bidders, the City may reject any or all bids. The City is a charter city and any contracts into which the City enters may be subject to the provisions of its charter, which may supersede certain provisions of the public contract code and other provisions of state law.
