Originally created while in York County, Highland Park was annexed into the City in 1964. While improvements have been made over the years such as sewers, street paving, drainage improvements and a community park, a comprehensive infrastructure evaluation has not. FY24 funds were recieved through a CDBG planning grant to evaluate the level of improvements, engage the community, and fine-tune the costs. The future budgeted funds will contribute to improving the infrastructure including curbs and gutters, storm sewers, water and sewer system enhancements, sidewalks and lighting. This will lead to a comprehensive application for CDBG Community Improvement Grants (CIG) to fund improvements to the infrastructure, including curbs and gutters, storm sewers, water and sewer system enhancements, sidewalks and lighting.
