(1) - Portway, Fish House Rd / Pennsylvania Ave Cr 659 (Construction Inspection C-6 Level B) Each firm participating in the Joint Venture must be prequalified by the NJDOT 10.00% ESBEs Portway, Fish House Rd / Pennsylvania Ave Cr 659, Town of Kearny, Hudson County Central Avenue is currently two lane each direction north-south and Pennsylvania Ave. is one lane each direction running east-west with a “T” intersection with Central Avenue. The project will create a through-curve with two lanes in each direction. A new signal is to be installed at 3rd Street and Central Avenue for rerouted local traffic. One new left turn lane at Central Avenue NB into an adjacent trucking company and one left turn lane on Pennsylvania Ave EB into the CSX intermodal facility are proposed. The at-grade railroad crossing will be reconstructed and shifted approximately 50 feet east of the existing location. Up to 3 feet of profile change is anticipated to elevate the roadway surface above the 10-year tidal surge elevation of +6.6 feet. The area of increased profile is from the intersection of Central Avenue /Pennsylvania Road to the eastern project limit on the Fish House Road. Two new retaining walls are proposed to support the widened road near the environmentally sensitive east end of the project.
