Sequence of work, in general, shall be as determined by the contractor for his convenience and in order to minimize construction costs. However, all utility construction will comply with LAS Pond 1 being complete and LAS Pond 2 being completed second after LAS Pond 1 is up and operational. WPCP Polishing Pond Improvements The Project consists of sludge removal dewatering and/or sludge degradation of the City's 3.94 acre WPCP polishing pond. Bid security shall be furnished in accordance with the Instructions to Bidders. All permits required for the construction of this project are expected to be approved prior to the date of the bid opening. Owner reserves the right to reject any or all Bids, including without limitation, the rights to reject any or all nonconforming, nonresponsive, unbalanced or conditional Bids and to reject the Bid of any Bidder if Owner believes that it would not be in the best interest of the Project to make an award to that Bidder, whether because the Bid is not responsive or the Bidder is unqualified or doubtful financial ability or fails to meet any other pertinent standard or criteria established by the Owner.
