Please download the updated PWS to see the current workload requirement Q2: Upon completing the walkthrough the technician noticed there are some grease catchers missing, some conduit cables are exposed and there are worn out belts. This prevents the exhaust fan from working at full capacity. Do we need to file a report and request authorization to do the repairs or do you only want us to handle the hood cleaning Section 1.7 under the Scoop Of Work it doesn't specify if you need us to include the filters as well. Can you please clarify A2: Repairs, filters, and grease catcher replacements are not part of routine clean under paragraph 1.7 of the PWS. Those items would be considered Over and Above Repairs. For over and above repairs, contractors can submit estimates/proposals to make the corrections after the contract has been awarded and they've had time to thuroughly inspect the systems. Q3: Will we beable to complete 2 or more jobs per night A3: Yes, shortly after award, you are to submit your schedule with dates, times, and locations for approval to the Government Program Manager, Ms. Patrice Detty. *****Ammendment 0002 End***** *****Ammendment 0001 Begin***** The subject solicitation is amended as follows: An optional site visit for interested contractors is scheduled for: 26 September 2023 at 0900 PDT. Prospective contractor attendees must contact the listed Government POCs with the following information: First and last name of attendees Attendees dates of birth Driver License number and state of issue Limit of two attendees per contractor Contractors must be at the Edwards AFB West Gate Visitor Center with their temporary base access pass no later than 0845 PDT. Attendees will not be able to collect their pass until the day of the site visit. The Visitor Center opens at 0700 for processing of base passes. Requests for an access pass must be received no later than 0900 PDT 25 September 2023 *****Ammendment 0001 End***** *****Notice to Vendor(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this Request for Quote (RFQ) until funds are available. The Government reserves the right to cancel this RFQ, either before or after the closing date. In the event the Government cancels this RFQ, the Government has no obligation to reimburse a vendor for any costs. ***** Combined Synopsis/Solicitation - FA930123Q0021 (i) This is a combined synopsis/solicitation for commercial items prepared IAW the format in FAR 12.603 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation for this requirement. Quotes are being requested and an additional written solicitation will not be issued. (ii) This is a request for quotation (RFQ). All responsible sources may submit a firm-fixed price (FFP) quote/offer which shall be considered by the agency. (iii) This combined synopsis/solicitation incorporates provisions and clauses that are in effect through the Federal Acquisition Circular (FAC) 2020-08 as of 20 August 2023, Defense Federal Acquisition Regulation Supplement Publication Notice (DPN) 2020-0605 and Air Force Acquisition Circular (AFAC) 2019-1001. (iv) This is a commercial acquisition with a 100% Small Business Set-Aside. Under NAICS for this requirement is 561790 with a business size standard of $9M. (v) General description of requirement: Hoods and Ducts Cleaning Services Contract Line Item Number (CLIN) Nomenclature and Contract Structure: The following represent the CLIN structure for this contract, where "XX" indicates the variety of the base period (i.e. 0001, 0002, etc.) vs. year two (i.e. 1001, 1002, etc.) vs. year three (i.e. 2001, 2002, etc.), and so forth. The CLINs below, as also identified within the model contract, Full description of each item and location are spelled out in the PWS, these represent an estimated maximum quantity for each item. However, the Government reserves the right to order none, some, or more than the estimated quantities of each item solely based upon its needs. See the attached model contract for details. CLIN - Description - QTY - UoM X001 - Monthly Cleaning Service - 12 - months X002 - Quarterly Cleaning Service - 4 - Quarters X003 - Semi-Annual Cleaning Service - 2 - Semi-Annual X004 - Annual Cleaning Service - 1 - Annual (vi)The specific requirements are outlined in the Performance Work Statement (PWS) and are attached to this solicitation for Cleaning of Hood & ducts. (vii) The Date and places of delivery and acceptance and FOB point for this requirement are as follows: This is a 5-year contract with 1 basic year and 4 option years (viii) The provision at 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services, applies to this acquisition. (ix) The provision at 52.212-2, Evaluation-Commercial Products and Commercial Services, applies to this acquisition. 52.212-2 Evaluation--Commercial Products and Commercial Services (Nov 2021), is amended as follows: (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Lowest Priced Technically Acceptable (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (End of provision) (x) The Provision at 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial services, applies offerors are advised to submit a completed copy of the provision or have it completed on Sam by the Submission due date. (xi) The provision at 52.212-4, Contract Terms and Conditions-Commercial Services, applies to this acquisition. (xii) The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Products and Commercial Services, applies to this acquisition. Additional FAR, DFARS, and AFFAR clauses and provisions that apply to this acquisition can be found in the attached model contract. (xiii) No additional contract requirements or terms and conditions apply to this acquisition. There are no contract financing arrangements. There are no additional warranty requirements that are above and beyond what is consistent with customary commercial practices.
