The University anticipates the project delivery method will be design/ bid / build. The selected firm shall work collaboratively with the University to maintain the project budget and scope, participate in value engineering as required, and recommend actions to expedite the schedule. A detailed scope of work will be negotiated with the selected firm and is expected to include the following: o Review of mechanical, electrical and plumbing (MEP) as-builts to understand the building infrastructure. o Detailed site/field evaluations to accurately understand existing conditions. o Survey of existing instrumentation to verify integrity and functionality. o Review of existing building automation system (BAS) graphics and record submittals. o Develop a controls analysis of existing automation system vs. Title 24 and 2022 code requirements. o Basis of Design (BOD) shall be drafted to identify the baseline MEP systems and proposed control strategies. o Coordinate control schemes with the Energy Management System (EMS) group, Energy Office (EO) and ALC Corporate liaison. o Production of and coordination of comprehensive design development (DD) and construction design documents. o Review of cost estimates and collaboration with the University's consulting cost estimator who will act as a cost peer reviewer. Target Value Design (TVD) will be process, given the available funding. o Provision of construction administration services. Deadline for questions: no later than 2:00p.m. Pacific, 09/26/2023.
