Luzerne County is soliciting this Bid to secure for a base agreement period of one (1) year or until the project is completed. The work must be completed on or before August 30, 2024. When a Performance Bond is required the amount of the performance bond will be fifty percent (50%) of the total cost of the proposal or bid submitted. A bid which is incomplete, obscure, conditional or unbalanced or which contains additions not called for or irregularities of any kind or alterations may be rejected. Luzerne County reserves the right for Luzerne County and/or the Luzerne County Manager and/or their respective designees to perform financial and/or performance audits on any purchase, sale, award, contract or other transactions involving Luzerne County. SCOPE OF WORK FOR HUBBARD ROAD BRIDGE MAINTENANCE REPAIRS Location: T-451, Hubbard Road, Huntington Township, Bridge over Branch of Pine Creek- County Bridge 46012 Work Completion Date: This project must be completed on or before August 30, 2024. The bridge is a combination of stone abutments and concrete slab deck, 12.5 ft span. The scope is to complete maintenance repairs on deteriorated stone abutments, place rip rap armor protection, remove pipe bridge rail & install 4 County provided posts and hazard markers. o Contractor shall supply all labor and equipment to complete the work in a timely manner. The County will supply Type III barriers to close the bridge during repairs. o Prior to start of work, contractor shall give the residents a firm schedule with date and times of closing the crossing. The bridge shall only be closed periodically during the day's work scheduled. o Abutment Repair: o Contractor Note: There is no permit for equipment to dig in the waters of this stream. o R-5 stone shall be placed under the bridge to protect footers and provide a working surface in the stream. Estimated quantity 10 CY. o Concrete/Grout mix, placement & curing shall adhere to applicable provisions of PennDOT Pub. 408, and specifically Sections 704.1, 1001.3(k)(p). o At the Far Right corner, the abutment shall be reconstructed, utilizing and resetting existing stones that have dislodged, grout in place filling all voids. Contractor may also bring in stone as needed. Estimated quantity 10 SY. o Dry pack joints of abutment stones where needed, filling all voids between stones. Estimated quantity 100 LF. o Dig toe in, Place Class 2, Type A geotextile fabric (10'x10') & place R-5 rip rap stone to armor abutments at all 4 corners, tie into toe and grout in place. Estimated quantity 10 CY.Iron Pipe Removal: 1 1/2 " pipe rail posts, remove & dispose of rail. o Install 4 posts with hazard markers, County supplied. o E&S Controls: Contractor shall install BMP's and necessary filter controls when placing grout. Contractor may temporarily dam the stream upstream of the culvert with sand bags and plastic sheeting, and diversion pump the stream in order to place underpin grout bags and other grouting operations. No DEP permit is issued for this project, Maintenance Project.
