Combined Synopsis/Solicitation Ka'ala AFS Access Control System (i) This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) This solicitation/synopsis reference number is F7C11D3152AW01 and is being issued as a Request for Quote (RFQ). (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2023-05, 07 September 2023. (iv) This solicitation is 100% Set Aside for Small Businesses. The North American Industry Classification System (NAICS) code is 561621 - Security Systems Services (except Locksmiths) with a Small Business Size Standard of $25.0M. (v) The purpose of this combined synopsis and solicitation is to advertise the requirement to have the offeror install Access Control Security electronic scramble keypad reader devices on five doors located at the Kaala Air Force Station (AFS), Hawaii. The keypads are required to be programmed and integrated into the existing Intrusion Detection System at Building 310, Wheeler Army Airfield (WAAF), Hawaii. (vi) Refer to the attached Salient Characteristics (Attachment 1) for a detailed description of requirements for the service being acquired. (vii) Performance period is anticipated to begin on 30 September 2023. (viii) 52.212-1, Instruction to Offerors - Commercial Products and Commercial Services. Complete the attached Request for Quote (Attachment 2) to include company information and pricing. Provide A technical description of the services being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary. (ix) FAR 52.212-2, Evaluation - Commercial Products and Commercial Services. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The following factors shall be used to evaluate offers in the following relative order of importance: 1. Price. 2. Technical capability of the item offered to meet the Government requirement. The Government will evaluate the total price of the offer for award purposes. The Government will award a contract to the lowest priced, technically acceptable offer.
