It is the vendor's responsibility to read the attached specifications and general conditions, which outline bidding rules of Franklin County. Vendors must include the following completed forms with their proposals. o Non-Collusion Bidding Certification/ Sexual Harassment o General Information Sheet o Vendor Reference Sheet o Iran Divestment Act Affidavit of Individual or Entity o W-9 All bids received after the time stated above may not be considered and will be returned to the bidder. The bidder assumes the risk of any delay in the mail or in the handling of the mail by employees of Franklin County. Whether sent by mail or by means of personal delivery, the bidder assumes responsibility for having his bid deposited on time at the place specified. WOMEN AND MINORITY OWNED BUSINESSES ARE ENCOURAGED TO SUBMIT A BID. SCOPE: The purpose of these specifications is to provide full service inspection, testing and maintenance for emergency generators and mobile lighting units. Contract is to include travel and labor, as well as oil and filters. A percentage off all other required parts is requested. All inspections, testing and maintenance shall be done according to the standards of the industry. Preventive service requested is one annual full service and one limited service as follows: Limited Service: o Check engine lubricating oil, add as needed o Check radiator/cooling system; add as needed o Check fuel sediment bowl; clean as required o Check air cleaner and crankcase breather, clean as required o Check warning lights o Check fuel lines and holes for pliability and leaks o Check fan and governor belts for wear and tension o Check engine block heater and thermostat. o Check, clean and service battery o Check instruments o Check battery charger, adjust if needed o Run under load, if possible. Authorization required. Complete (Full) Service: o Adjust, clean and/or replace spark plugs o Adjust, clean and/or replace ignition points and condenser o Check engine lubricating oil and filter, replace as needed o Check radiator/cooling system and antifreeze, replace as needed o Check sediment bowl and fuel filter, clean or replace as required o Check air cleaner and crankcase breather, clean or replace as required. o Check warning lights, replace as required o Check distributor, adjust as required o Check engine battery charging generator/alternator, adjust as required. o Check starter operation o Check and lubricate governor, adjust as required o Check and drain exhaust system o Check fuel lines and hose for pliability and leaks o Check fan and governor belts for wear and tension o Check day tank float/switch and fuel transfer pump operation o Check engine block heater and thermostat o Check, clean and service battery. o Check battery charger, calibrate if required o Check external wires for wear and tension. o Check rotor bearings and adjust AC/DC brushes for setting and wear o Check F/R activator, rotating optic, stationary LED or rectifiers o Clean static exciter, collector rings and commutator, remove carbon o Check safety shutdowns o Check instruments and calibrate as needed o Run generator under load, if possible. Authorization required. o Test automatic transfer switch operation and clean, adjust as needed o Check logics and connections, adjust as required. o Check exerciser. Adjust as requir CONTRACT TERM: Contract shall be from October 17, 2023 to October 16, 2024 with an option to renew for two (2) additional one (1) year extensions at the option of the County. The County reserves the right to cancel this contract on sixty (60) days written SITE VISIT: Each bidder shall inform himself fully of the conditions relating to the contract and is encouraged to visit each site. Any information given to a Bidder in response to a formal request will be furnished to all Bidders as an addendum to this solicitation, if such information is deemed necessary for the preparation of the bid, or if the lack of such information would be detrimental to the submission of uniform bids. The addendum(s) will be sent via email or fax to all prospective bidders who have received the bid documents and these amendments will be binding on them. Addenda will also be posted on the County website. If you didn't obtain your bid documents from the purchasing department directly, it is your responsibility to check the website periodically for any updated information. Only such addenda when issued by the County Purchasing Department will be considered as being binding on the County. Verbal explanations or instructions given by a County employee to a Bidder in regard to this solicitation shall not be binding on the County, and shall be considered informal unless confirmed in writing by the Purchasing Department. The County will issue no response to any request for clarification received within five (5) days of the bid due date. A unique Prevailing Wage Case Number (PRC#) has been assigned to the schedule(s) for this project. The current schedule(s) of the prevailing rates and prevailing hourly supplements for the project referenced above may be accessed at the New York State Department of Labor website
