Renovation of a municipal facility in Brookfield, Illinois. Completed plans call for the renovation of a municipal facility.

As of November 14, 2023, project was awarded to Minuteman Security and Life Safety, awarded amount is $78,150.11. The Village of Brookfield will review all Proposals received and reserves the right to reject any or all Proposals, to waive technicalities, and to accept the Proposal as the Brookfield Village Board of Trustees determines, in its sole discretion, to be in the best interest of the Village of Brookfield. Each proposal shall be accompanied by a proposal guaranty in the form of a bid bond, executed by a corporate surety company, a bank cashier's check or a certified check payable to the "Village of Brookfield" for not less than five percent (5%) of the amount of the proposal. The proposal guaranty checks of all, except the responsive, responsible proposers which the Village determines in its sole discretion to be the proposers with whom the Village desires to commence negotiations for a contract, will be returned after the proposals have been checked and tabulated. The proposal guaranty checks of the responsive, responsible proposers will be returned after the contract and the contract bond of the successful vendor have been properly executed and approved. Bid bonds will not be returned. No Proposal shall be withdrawn after submission of the Proposal without the consent of the Village of Brookfield for a period of ninety (90) days after the scheduled deadline for submission of Proposals. Prices quoted in the Proposal for all labor and materials will remain in effect for a period of at least one hundred eighty (180) business days from the scheduled deadline for submission of Proposals. Labor rates should remain in effect for the length of the project. Any questions, requests for clarification, or interpretations of language in the Request for Proposals shall be made in writing and electronically mailed, as set forth in the Instructions for Submission of Proposals. The written questions, along with the Village's responses, shall be circulated to all known prospective venders without identifying the party submitting the questions. The cut-off for receipt of additional questions shall be 2:00 o'clock p.m. Central Daylight Savings Time on Friday, October 23, 2023, in order to facilitate preparation of any addenda. No inquiry received after that time will be given consideration. Replies and/or addenda will be mailed and electronically mailed to all known prospective vendors by 4:00 o'clock p.m. Central Daylight Savings Time on Friday, October 27, 2023. Receipt of any addenda must be acknowledged in writing as part of the vendor's Proposal. Vendors shall be responsible for ensuring that they have received any and all addenda. The Village of Brookfield shall not assume responsibility for the receipt by the vendor of any addenda. Any questions, requests for clarification, or interpretations of language in the Request for Proposals shall be made in writing and electronically mailed, as follows: Regarding pricing, bid schedule, security surveillance locations: Terry Schreiber, Deputy Police Chief, at Tschreiber@brookfieldil.gov. Regarding facility wiring, VMS software functionality: Scott Stephens, Telecommunications Contractor, at sstephens@proxitinc.com. Regarding Request for Proposal documents: Stevie Ferrari, Assistant Village Manager, at sferrari@brookfieldil.gov. The Village of Brookfield is seeking to replace its collection of old, standalone, proprietary security camera systems with a single, unified, modern system, and seeks to perform these upgrades within 1 phase in purchase and implementation. Currently, Village camera systems are split between four (4) different aging systems (Milestone, Speco, Lorex, and Bosch) with an even larger range of camera brands and operability. Each system was an afterthought and filled a current need at the time. The systems have limited recording abilities and limited configuration options. As it stands, we need a comprehensive solution as a Village for a unified camera network which various access levels can be partitioned off for specific users and departments. Although Brookfield has general expectations for coverage. Map is included in Exhibit 2, and provides anticipated specifications within this RFP, the exact number of cameras needed is not fixed, due to different capabilities of various vendors' equipment. Brookfield is looking for reasonable recommendations in proposals to foster discussions between qualified vendors and Brookfield to finalize exact counts. Brookfield desires: Reasonable coverage of exterior areas, including in some areas- specific range points. These areas will be highlighted during the walk-through. Any proposed solutions' hardware shall not be on any "banned product lists" applicable to state or federal agencies (due to previous evidence of devices being co-opted, "backdoored", or otherwise compromised in the interests of state-sponsored spycraft, such as Huawei, ZTE, Dahua, and Hikvision.) It is also suggested that proposed solutions' hardware not be manufactured in locations where uncertainty around import tariffs is cause for reasonable concern that future purchases (additional phases, ongoing upgrades, etc.) will be subject to substantial cost increases. Vendors should ideally have a facility located within 50 miles of project location. Upstream distributors supplying parts should have facilities close enough to the vendor to provide parts on an overnight/next-day basis. Environmental considerations shall be made during every phase of the Project. This includes recycling and limiting waste on the Project, as much as possible, whether it be of an electrical, fresh water, or refuse/materials nature.
