White County seeks a proposal to purchase the White County Landfill by a qualified bidder who shall accept the Landfill and its past, present, and future obligations and continue to legally operate and manage said Landfill pursuant to the terms of this RFP. Qualified and responsible bidders shall produce an offer to purchase the Landfill, equipment and facilities relating to the operation of the Landfill; seek transfer of all permits, certifications and authorization; and be responsible for any and all future regulatory and financial obligations associated with the operation and closure of the Landfill and post-closure activities. As part of the Purchase, successful bidder shall also provide for acceptance, of White County trash, garbage, and items legally accepted for the citizens of White County for a period of Forty (40) years under the terms and conditions set forth in this RFP. All submissions must be written, sealed, and labeled Response to White County Landfill RFP with the RFP Number and the Proposers name and address clearly indicated on the envelope. Bidders are requested to provide one original proposal, together with one (1) copy and one (1) electronic copy (in PDF format on a thumb drive) of the proposal. Submission by electronic means will not be accepted. Late submittals will not be considered under any circumstances. The proposal must acknowledge that the successful bidder shall be required to assume any costs required to comply with all environmental regulations. White County reserves the right to reject any and all proposals, to waive informalities, to reject, for good cause, proposals which are deemed to NOT be in the public interest, and to negotiate contract terms with the successful proposer.
