An electronic version of the bidding forms, contract specifications, drawings, and available project information are available by request. To request these materials, email qbd@sfwater.org with this Contract No. HH-1009, the firm name, full address, email address, phone number, copy of contractor's license or business card, and a copy of a government-issued identification. This Project is subject to compliance monitoring and enforcement of prevailing wage requirements by the California Department of Industrial Relations ("DIR") and the San Francisco Office of Labor Standards Enforcement. No contractor or subcontractor may be listed in a bid for a public works project and no contractor or subcontractor may be awarded a contract for public work on a public works project unless registered with the DIR per California Labor Code Section 1725.5 [with limited exceptions from this requirement for bid purposes only under California Labor Code Section 1771.1(a)]. The San Francisco Public Utilities Commission authorized the Water System Improvement Program Project Labor Agreement ("WSIP PLA") on March 27, 2007 and the Second Addendum to the WSIP PLA on July 23, 2019 (collectively referred to as the "PLA"). This Project is covered by the PLA. A copy of the PLA documents are included as Section 00 73 18.20 in the contract documents. Bidders are advised that the PLA is incorporated into and made a part of any contract awarded for this Project. The objective of the project to improve the existing San Joaquin Pipeline (SJPL) System by lowering the maximum pressure experienced by SJPL System during a surge event. This contract is Phase 3 of the SJPL Valve and Safe Entry Improvements and will install a surge pipeline and tower at the western most end of the SJPL System at Tesla Portal. The work is to be performed in San Joaquin County, California. The Engineer's estimate is $16,500,000. The contract will be awarded to the responsible Bidder submitting the lowest responsive bid. Bid discounts may be applied as per San Francisco Administrative Code Chapter 14B and Section 2.01 of Attachment 6. The Local Business Enterprise (LBE) subcontracting requirement is 9.00%. The LBE subcontracting requirement can only be met with certified San Francisco Micro and Small-LBEs and SFPUC Micro & Small-LBEs. The LBE subcontracting requirement is less than 20% for the following reason: Due to approximately 25% of the total contract value will be used for purchasing large diameter pipe, appurtenances and specialized equipment; also 40% of the scope of work is specialized including: installation and testing of the automated water recirculation system; installation of corrosion system; structural installation of the surge tower; and installation of large diameter pipe. In addition, constraints such as the location of the work sites (spread across San Joaquin Valley from Tracy to Oakdale) and the construction timeframe (limited to 60-100 days during a yearly water system shut down) reduces the number of subcontractors available to perform work on the contract. Prime and Joint Venture level LBE participation cannot be counted towards meeting any of the LBE subcontracting requirement(s). LBE subcontractors must be certified with in the scope of work they are being listed to perform. All Bidders shall submit documented Good Faith efforts with their Bids as directed on Form 2B, except those who exceed the above-stated subcontracting requirement(s) by at least 35%. Refer to Attachment 6. Failure to comply with Chapter 14B requirements may result in a Bid being deemed non-responsive and ineligible for Contract award. Subcontracting opportunities may include, but not limited, to the following major types of work: Concrete Contractor, Traffic Safety & Control, General Trucking, and Hauling. Please refer to Section 01 60 00 in the Specifications regarding the purchase of equipment to achieve the LBE subcontracting participation requirement. In addition, the SFPUC seeks to promote diversity within its contracting opportunities. Thus, the SFPUC strongly encourages bids from Bidders that optimize the use of S.F. Small and Micro-LBE certified subcontracting firms. The City also encourages Bidders to use regional SFPUC-LBE firms. The SFPUC also seeks to further optimize the use of contractor teams that reflect the diversity of the City and County of San Francisco. As such, the City recommends that Bidders consider the composition of their teams in terms of gender, age, ethnicity, and race, and to utilize teams that include a diverse mix of staff at all organizational levels.
