The Town of Redding is soliciting proposals from qualified parties to provide design, engineering, and construction management services for the construction of a recreation path at the Redding Community Center. Respondents with questions regarding the submission requirements may contact the following person via email only (telephone inquiries related to proposal requirements shall not receive a response): Jim Sanders, Finance Director Town of Redding jsanders@townofreddingct.org This work is to occur under a grant awarded under the State of Connecticut Small-Town Economic Assistance Program (STEAP). All work performed under this request will be required to comply with the requirements of this program. The Town of Redding is an Affirmative Action / Equal Opportunity Employer. SCOPE OF WORK The Respondent shall provide a detailed scope of work that outlines various services it will provide for the project. All services not specifically mentioned in the RFP, which are necessary to ensure that the intent and scope of services are met, shall be included in the proposal. 1. Review and Analysis of Existing Conditions and Documents. Meet with town staff who will assist in the coordination of relevant documents, information, and meetings. Review existing available survey information. Conduct project area survey necessary to support the engineering and design process. 2. Project Design, inclusive of all necessary information and documentation for construction to be provided, by phase. 3. Complete bidding services for competitive bidding. Includes answering questions and inquiries from contractors, attending meetings, tabulating bids, reviewing bids, and recommending contractor selection. 4. Identify and document all anticipated permitting requirements. 5. Complete permit applications and represent the Town at meetings of local and state agencies as necessary to obtain permits. 6. Attendance at meetings which may require production of exhibits and presentation materials. The firm should be able to answer questions that arise or are shared by various stakeholders attending meetings. 7. Ensure the final design includes the following elements: a. The pathway design shall be in general accordance with the "master plan", included as Appendix A of this document. b. The design includes a minimum 6-foot-wide recreation path, around existing athletic fields. c. The alignment of pathway shall be based on topographic survey and field survey, with final location based on field verification and staking. d. The pathway design shall ensure that accessibility and universal design are promoted and meet the applicable requirements of the Americans with Disabilities Act and all current applicable State and local codes, at a minimum. e. The pathway design shall include identification of opportunities to incorporate signage elements, fitness stations and benches. 8. Prepare itemized cost estimates for construction of the project including but not limited to costs associated with local permitting requirements, construction management, and other related costs. 9. Provide a proposed construction schedule prioritizing order of installation based on overall budget, costs, and anticipated benefit of such. 10. Develop an annual maintenance budget and capital replacement schedule and cost. 11. The selected firm will provide a final as-built record drawing in AutoCAD format. The Town reserves the right to modify or expand the existing Scope of Work in a manner that best serves the interests of the Town
