Renovation of a mixed-use development in Rancho Cordova, California. Completed plans call for the renovation of a 21,500-square-foot, two-story above grade medical facility.

This is to build a NEW 2 Story Building at VA Mather. The southern portion of the parking lot is not within the scope of this project and as such will not be included in this design. The proposed location of the new facility is located on the eastern portion of the campus. The new facility will be constructed between Femoyer Street and an existing parking lot, just south of the approved Social Services Building that is currently under construction. There are water, sanitary sewer and storm utilities within Femoyer Street as well as electrical and overhead lines that run parallel to Femoyer Street adjacent to our design location. There are several design constraints that were considered during our design. The construction of the existing parking lot was incorrect and as a result, the 25' setback for blast consideration was modified and as a result adjusting our design. The drainage design for the Social Services building was also not built per design documents and is currently being redesigned to satisfy drainage Grading The existing grades on the project site are relatively flat. The proposed entrance and building finish floor will be set based on the elevations from the existing parking lot. Grading to the north will tie into the revised Social Services grading. The east side will sheet flow to Femoyer Street. The southern portion of the building will be set based on previously designed grades for the parking lot and the east tie into the existing parking lot. Drainage The drainage concept is intended to flow away from the building and utilize the existing infrastructure of the parking lot on the east and south sides of the building. The west side will sheet flow to Femoyer Street and captured in the existing storm sewer systems. The north side will utilize a combination of area inlets and swale designed with the Social Services building to convey flows to the Femoyer Street storm system. Roof drains will convey runoff from three roof drain connections to the existing storm pipe south of the site. Water The water connections for this project will include tapping into the water main on Femoyer Street to the north of the building and stubbing an 8" Water main into the site. A 3" domestic water and 6" fire service will connect to the 8" stub. These lines will run between the new building and Femoyer Street to tie into the building connections on the south end. Sanitary sewer A new sanitary sewer service will connect the building to an existing sanitary main in Femoyer Street. Storm Sewer 6" PVC pipes will convey storm runoff from roof connections and an area inlet to the existing 18" storm pipe to the south of the site. VA Mather - PRRC Building Landscape Architectural Narrative The Design Laboratory LA - 1 Landscape Architecture Scope of Work The scope of work of this project will involve the construction of a new two-story building of approximately . The exterior improvements that are part of this project include perimeter sidewalk, walkways, landscaping, and a small asphalt parking area for three charging stations for GSA vehicles. The parking lot and site access will be provided as part of a separate contract to be completed prior to this project. The site allows for adequate setbacks (25'-0" from building to curb line) per PSDM requirements for "Life Safety" building projects. The Landscape Architectural package includes two layout/hardscape plans - an original and a deductive alternate. Both iterations adhere to PSRDM safety requirements through the use of boulders and gabions. The placement of landscape rock and material allows for water shed and retention away from the structure through functional and aesthetic measures. A seating area/courtyard to the North combined with sittable gabion walls along the pathway add to the function of the site. PSRDM boulders are positioned in a functional yet aesthetically pleasing manner in appropriate positions along the site. The designs allow for easy future modification based on phasing to expand the use of the site. Included among these future opportunities are the addition of landscape as desired. Existing Conditions The project area is located on an undeveloped piece of land along Femoyer St. between Airpark Dr. and Peter A McCuen Blvd. The project will be adjacent to the new Social Services Facility. The Social Services Facility project design was completed in April 2020. The Social Services Facility is currently under construction. It will extend the Peter A. McCuen Blvd east across the undeveloped land, creating a parking lot and extending utilities to the site. The site survey was completed in the Social Services Facility project by Kier & Wright Civil Engineers & Surveyors in September 2018. The geotechnical report was completed in the Social Services Facility project by Kleinfelder in September 2018. While no groundwater was encountered during the borings, the State of California Department of Water Resources Water Library estimates that groundwater onsite could likely be expected at a depth of 70-80 feet below ground surface (bgs). Soil stripping across the site are expected to be 1-3inches in depth and shall be stockpiled for use in landscaped areas. The geotechnical report recommends over-excavation of soils below all foundations. Over-excavation should proceed to a depth of 5 feet below existing ground surface and extend 2 feet on all sides of the foundation. 22,000 bgsf VA Mather - PRRC Building Landscape Architectural Narrative The Design Laboratory LA - 2 Landscape Narrative Scope of Work The scope of work will involve the construction of a new two-story building of approximately BGSF. The landscape architectural scope of this project includes landscape surrounding the building, outdoor dining area, outdoor garden area, and modifications to the Social Work Facility landscaping to successfully merge the two buildings around the PRRC entrance and boulder gardens. Vegetated landscape was removed due to budget and maintenance restrictions on site, but boulders, gabions, and rock cover were positioned to still add dimension, function, and character to the site while minimizing cost and maintenance. Existing Conditions The project area is located on an undeveloped piece of land along Femoyer St. between Airpark Dr. and Peter A McCuen Blvd. The project will be adjacent to the new Social Services Facility. The Social Services Facility project design was completed in April 2020. The Social Services Facility is currently under construction. It will extend the Peter A. McCuen Blvd east across the undeveloped land, creating a parking lot and landscaping within that parking area. Soil Soil testing has been performed in conjunction with the geotechnical analysis to determine the suitability of the site soils. Landscape will incorporate gray/tan angular rock of specified sizing to match surrounding landscapes and mitigate erosion. Physical Security Stationary and passive barriers for the site will be provided by means of the landscape by use of boulders and gabion walls. In addition to the landscaping barrier features, a series of bollards will be placed across the concrete plaza at the front of the building, as well as entrance walkways wide enough to pose risk. Where spacing between landscape-barriers exceeds those outlined for ATFP and PSDM criteria, bollards will be added to the site. Parking and vehicles will not be within the 25 feet of the facility to provide adequate protection from the site. No drop off locations are proposed as part of this project and parking will be mixed use for patients and staff. Courtyard Spaces A courtyard space was developed to the North of the structure, off of the multipurpose room to provide a space for both staff and patients to relax in an outdoor environment. The courtyard uses compacted 1/4 " minus to be affordable, permeable, and accessible. Irrigation Due to the lack of vegetation on site, no irrigation is included or necessary until future phases if desired. 22,000 VA Mather - PRRC Building Landscape Architectural Narrative The Design Laboratory LA - 3 Seating Strategically positioned gabions double as seating in addition to their security functions. Compacted, wheelchair accessible areas are positioned adjacent to gabion "bench" opportunities for shared access. Ground Cover Rock ground cover is used to mitigate erosion and direct water along the site. Rip Rap is positioned along the structure and downspouts to quickly disperse and slow water along the foundation - directing the flow to adjacent retention areas. 1/4 " Minus is used for access areas. Screende d VA Mather - PRRC Building Architectural Narrative AESUS Design Group A - 1 Introduction The scope of work will involve the construction of a new two-story building of approximately BGSF. The ground level will function as a Psychosocial Rehabilitation Recovery Center (PRRC) while the second level will be Outpatient Sleep and Human Resources. The parking lot is part of a separate project to be built prior to this project. The scope of this project includes providing empty conduits to future charging stations for GSA vehicles south of the building. The utilities for this building will feed from the adjacent site of the Social Services Facility to minimize coordination with the city street utilities. This work shall include but not be limited to civil, landscape, architectural, structural, mechanical, plumbing, and electrical. All fire life safety systems will be designed per the NFPA 99 and 101. Design Criteria All aspects of the design shall be in full compliance with VA design criteria as listed in VA design guides and manuals which can be found on the web at the VA Office of Facilities Management technical information library - site address: http://www.cfm.va.gov/TIL/. The following codes and design criteria shall be utilized to the extent applicable: VA Directives, Design Manuals, Master Specifications, VA National CAD Standard Application Guide, and other Guidance on the Technical Information Library (TIL) http://www.cfm.va.gov/til/. International Building Code (IBC) (Only when specifically referenced in VA Design Documents, see notes below) NFPA 101 Life Safety Code NFPA National Fire Codes with the exception of NFPA 5000 and NFPA 900 Occupational, Safety and Health Administration (OSHA) Standards. Project Phasing The contractor shall be required to perform construction operations during time frames approved by the hospital. Ultimately, the precise sequence will be determined after a building contractor has been selected and consultations among the hospital staff, facilities personnel, contractor, and architect can be arranged. The following items shall be considered for this project prior to the start of construction: Staging for construction materials and access information for contractor. In-depth site walks with COR Phasing and safety plans Coordination drawing Existing Conditions The project area is located on an undeveloped piece of land along Femoyer St. between Airpark Dr. and Peter A McCuen Blvd. The project will be adjacent to the new Social Services Facility. The Social Services Facility project design was completed in April 2020. It will extend the Peter A. McCuen Blvd east across the undeveloped land, creating a parking lot and extending utilities to the site. The site also has existing parking, therefore, this project does not include a new parking lot. The existing parking lot is curbless. VA Mather - PRRC Building Architectural Narrative AESUS Design Group A - 3 Building Design The two-story building design will be Occupancy Class B, Business, for outpatient clinics. The building will be divided into two separate areas with two separate entrances. Level 01 is dedicated to the PRRC program, which will be the primary entrance to the building. Level 02 programmed function is to be determined. It will have a separate smaller entrance with elevators and stairs to the second floor. The VA is still confirming level 02 program and schematic layout, but it will most likely be Sleep and HR departments. The building IDF room will be located on Level 02. There will be two stairs. One will be an exterior stair, while the other will be an enclosed rated stair. The exterior stair will go up to the roof with secured gate to prevent public access past 2nd floor. It will be a deductive alternate to have stair only go to 2nd floor. The enclosed stair will go only to 2nd floor and it will have a roof access hatch. There will be a single elevator. Elevator will be specified as a hole-less hydraulic elevator to meet Mather standards. The building will be fully sprinklered. It will use Type V-A construction, per the latest IBC, to match the adjacent Social Services Facility. All exterior doors and utility doors shall be Hollow Metal frames and doors. All interior doors shall be solid core. Use door protection on heavy use areas like storage and restrooms. Basis of design for automatic doors to be Stanley or Marty. No ceilings in any Mechanical, Electrical, IDF, or Elevator Equipment rooms. All single occupancy restrooms to be non-gender. A roof service crane for lifting equipment onto roof will be used. The design is to match the adjacent Social Services building. PSRDM This facility has been designed per the PSRDM requirements for a "Life Safety Protected" facility, and incorporates the following PSRDM items: The building is designed to be Type V-A construction type per the latest IBC. Per direction provided by the VA to follow the Social Services Facility, this building was designed to meet the 2015 PSRDM and is exempt from the requirement for Blast Resistance and Progressive Collapse requirements as outlined in the PSRDM Chapter 6.1.3 and Chapter 7.1.2. Windows will be blast resistant using laminated glass or film for protection Building setback is maintained at 25'-0" (or more) from face of building to the edge of the curb around the building. Where the entrance does not meet this requirement, steel bollards have been added to prevent cars from entering into the 25ft zone. Bollards, boulders, retention ponds, and concrete site walls are planned to prevent building ramming. All mechanical equipment is located on the roof to prevent tampering and protect them from damage. Building has exterior lighting at all exit / entrance doors All entrances and corners of the buildings will be covered by cameras. Per VA direction, site lighting and parking lot lighting will not be provided. All single exits will have delayed egress alarms. VA Mather - PRRC Building Architectural Narrative AESUS Design Group A - 4 Building Envelope The building will comply with California Energy Efficiency Standards Title 24 and IECC climate zone 3B requirements. The building will aim for LEED Silver requirements. The exterior materials will include EIFS/Stucco panels. Exterior curtain wall windows have been designed to fit EFCO Series 5600 Outside Glazed system, Vista-wall and Kawneer. Roofing will be TPO single ply membrane (white) over tapered insulation, minimum R30 value. The building will be steel structure, metal studs, and concrete slab floors. The first floor will be slab on grade, and the second floor will use metal decking. Energy Considerations The project will be designed towards LEED Silver equivalent. LEED certification is not required. A formal LEED Healthcare checklist has been provided as an attachment for reference only. The following will be used to help achieve this goal: Insulation on the exterior of the exterior walls to prevent thermal bridging at the metal studs. Polyurethane foam insulation will be used on the interior side of the exterior walls as the vapor barrier, to add further insulation (R value), and to help with noise Sunshades will be used at all the windows. As part of the Value Engineering efforts, these will be VA provided and installed. Windows will be low-E, double glazed, thermally broken units, with laminated glass or film for blast protection Roof and walls will be designed to meet or exceed minimum R-values (R30 for roof and R19 for walls). TPO roof is a "cool" roof reflecting heat Interior and exterior lighting will be LED lighting fixtures Large number of windows will help with day lighting, reducing the need for artificial lighting Lighting will be on multiple switches for better lighting control Per the specifications, all materials will be low VOCs and meet sustainability requirements Interior Building Design The functions of this building will serve as a Medical Office Building with outpatient services. Level 01 is the PRRC, while level 02 is still being designed. Currently, second floor program and schematic design is lagging behind Level 01 PRRC and it will be considered a TI at this time. For maximum flexibility, the structural grids are being maximized in span and the IDF and shafts are centered in the floor. Level 01 - PRRC Level 4B Outpatient Mental Health Facility Durability is greater concern than ligature/tamper proof 6 ft corridors are standard for clinics 8 ft ceilings standard No nurse-call No anti-ligature No metal detectors Handrails and Acrovyn wall protection required as specified VA Mather - PRRC Building Architectural Narrative AESUS Design Group A - 5 Level 02 Human Resources Business Occupancy The HR Department will be designed as a separate suite from the Sleep Department. This is in direct conflict with the Lactation Room Guide provided to us. VA Mather - PRRC Building Interior Design Narrative ID-1 Introduction The two story PRRC Building Interior Design Package consists of a complete, cohesive design. Emphasis is placed on creating a comforting, durable, easy to maintain facility. Interior Finish Design Flooring finishes throughout the facility are primarily resilient flooring with carpet tile at the Offices, Conference Room, and Group Rooms. A large, recessed entry mat with heavy duty carpet inserts is provided at the Vestibules. Rubber baseboard is the predominate base board finish. Three different field colors are provided on this project, depending on the room type. Accent paint is provided in the Corridors and Circulation spaces to aid in wayfinding. One wall painted with an accent color will be provided at all Offices, Group Rooms, Exam Rooms, Patient Areas, and Sleep Rooms. The multi occupant restrooms have ceramic floor tile and ceramic tile baseboard. White wall tile in a 3"x6" size, in a running bond pattern will extend to 54" A.F.F. and painted drywall will be located above the wall tile wainscot. At single occupant restrooms the flooring will be a ceramic tile floor and baseboard with white 3" x 6" wall tile, in a running bond pattern that extends to 54" A.F.F. Finish above the wall tile wainscot is painted drywall. Restrooms will be finished at all exposed corners and edges with metal trims. Corridors have a rigid wall wainscot finish as well as a wood and metal handrail. Ceilings throughout the facility are primarily 2' x 2' acoustical ceiling tile. There is painted gypsum board ceiling at the Reception, Waiting Room, Restrooms, Vestibules and several other service areas. Although this is a mental health facility, no finishes are required to be tamper resistant or antiligature.
