Site work, paving and outdoor lighting for a mixed-use development in Richmond, Virginia. Completed plans call for site work for a road / highway; for outdoor lighting for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.

The City of Richmond is accepting bids for the construction of the Semmes Ave. / 34th Street Traffic Signal (UPC 113446) and Forest Hill Avenue Streetscape Design (UPC No. 113445). The project includes construction of a traffic signal at the intersection of Semmes Avenue and W 34th Street (Phase 1 - UPC 113446) within the City of Richmond. This phase consists of installing all proposed traffic signal equipment and connections, signage, pavement markings, pedestrian signal equipment, and new ADA compliant curb ramps as shown in the plans. The project also includes construction of the streetscape design / infrastructure improvements along Forest Hill Avenue extending from Bland Street to McDonough Street (Phase 2 - UPC 113445). This phase consists of demolishing select existing conditions and constructing new sidewalks, curb extensions, ADA compliant curb ramps, entrances, parking spaces, crosswalks, pavement markings, signs, basic landscaping, and curb cuts to maintain stormwater drainage within the curb extensions. In addition, Phase 2 includes the installation of all signal equipment and connections for the proposed pedestrian crossing signal (HAWK) for Forest Hill Avenue between Bland Street and Carson Street, as shown in the plans. If any person contemplating submitting a bid for the proposed Work is in doubt as to the true meaning of any part of the proposed Contract Documents or discrepancies of any sort between existing conditions and proposed new Work, he must submit a written request for an interpretation to the Department of Procurement Services, 900 E. Broad Street Room 1104, Richmond, Virginia 23219. The person submitting the request shall be responsible for its prompt and actual delivery by February 09 ,2024, by 5:00 PM. Such documents may be emailed to Erick Ramos at Erick.ramos@rva.gov. For contracts with a value exceeding one hundred thousand dollars ($100,000), the Contractor shall deliver to the Owner or its designated representative a Performance Bond and a Labor and Material Payment Bond, each fully executed by the Contractor and one or more surety companies legally licensed to do business in Virginia and each in an amount equal to the sum of the contract amount. If more than one Surety executes a bond, each shall be jointly and severally liable to the Owner for the entire amount of the bond. Sureties shall be selected by the Contractor, subject to approval by the Owner. No payment on the Contract shall be due and payable to the Contractor until the bonds have been approved by the Owner and the Office of the City Attorney The undersigned further agrees to complete the work as bid within 320 consecutive calendar days after Notice to Proceed. As the time allotted for the completion of the Work is of the essence, if the work is not completed within specified time for the completion of the Work, there shall be deducted from the contract price, not as a penalty but as liquidated damages, $600 for each and every calendar day of delay in the completion of the work beyond the time specified, subject to all the terms of the General Conditions. Disadvantage Business Enterprise The project will attain a minimum of 10% or more participation by Disadvantaged Business Enterprises, (DBE). If the participation is less than the 10% the GC shall provide supporting documentation as to the good faith efforts set forth in giving full consideration for DBE firms. Bids along with the bid guarantee shall be enclosed in a sealed envelope that shall be marked and addressed as indicated by the Invitation for Bid. Bidders are required under Title 54.1 of the Code of Virginia to show evidence of licensing as a Class "A" Contractor before bid may be received and considered (1) on a general or subcontract of $70,000 or more, or (2) Class "B" Contractor for projects of $7500 to $70,000, and (3) repair or improvements undertaken by such person within any twelve-month period is Five Hundred Thousand dollars ($500,000) or more. When a license is required for either of the foregoing reasons, or whether or not so required, if the bidder is the holder of a license, the bidder shall place on the outside of the envelope containing its bid and in its bid over the bidder's signature the following notation: When a license is not so required and a person who is not the holder of a license enters a bid, such person shall place on the outside the envelope containing his or her bid and shall place in his or her bid over his or her signature the following notation: "Licensing not required under Title 54.1, Code of Virginia." The Owner reserves the right to reject any or all bids. Any bid that fails to conform to the essential requirements of the solicitation or the specification or is unreasonable as to price may be rejected. In cases of unit priced bids, any bid may be rejected if the prices for any line items or sub line items are materially unbalanced.
