The legislation text attached to the agenda says the capital improvement plan (CIP) includes projects throughout Watershed Management’s systems. Among them are the Scott Candler Water Treatment Plant, the water distribution system, the county’s wastewater collection system at the Snapfinger and Pole Bridge Advanced Wastewater Treatment plants as well as ongoing costs, like contracts and intergovernmental agreements. ---------------------------- Deadline for Submission of Questions: 5:00 P.M. ET, November 2, 2023 The DeKalb County Department of Watershed Management (DWM) is soliciting proposals from interested firms to design, furnish, permit, construct, startup and successfully commission the UV disinfection process at the SFAWTF. The Project is Phase 3B of the ongoing expansion at the SFAWTF facility as part of the County's $2.4 billion Capital Improvement Plan (CIP). The services required for this RFP shall commence within ten (10) calendar days from the date the Contractor acknowledges receipt of the Notice to Proceed (NTP). Contractor shall fully complete the Work within 480 calendar days from and including the acknowledgement date. Any additional time that may be required must be approved in writing by the County. No additional remuneration will be allowed for an extension of time other than approved contract extensions. Design/Builder shall provide all labor, materials, and equipment (including, but not limited to, transportation, construction equipment and machinery, tools, appliances, fuel, power, light, heat, water, sanitary facilities, temporary facilities and all other facilities and incidentals necessary for completion of the Project) to design, furnish, permit, construct, startup and successfully commission the UV disinfection process at the SFAWTF through integrated DBS described in this RFP. Attachment A, Scope of Work provides specific design and construction deliverables and requirements. The Project will be implemented in two Parts using the Design/Build delivery method: 1. Part 1 - Final Design Development 2. Part 2 - Construction All questions concerning the Project and requests for interpretation of the solicitation may be asked and answered at the pre-bid conference; however, oral answers are not authoritative. Questions must be submitted to the Department of Purchasing and Contracting in writing via email to wmoon@dekalbcountyga.gov.
